This confirmed, the National Audition Office- Z KA, who published the 2022 Financial Mirror Report of the Prime Minister's Office, writes Periscope.
Article 22 of the financial regulation for spending public money and stressing that initially there must be a demand for purchase, vehicle commitments, purchase warrants followed, goods or services accepted, and after accepting the bill, payment is executed.
“During tests we have noted that in 10 payments to 4 of the ZKM, 2 falls to the ABR, 2 cases at the IE and 2 cases at the AUV) at the value of 120, 976 euros, the ordinances were processed after accepting goods/fsents. This was due to the failure of checks by the procurement office in case of the ordinance proceedings”, the ZKA report said.
The audience wrote that, prosecution of payments like above, presents avoidances of established procedures with financial regulations and increases the risk of accepting goods or services incompatible with contracted conditions.

The ZKA has found that in 21 cases obligations worth 225, 627 euros have not been paid within 30 calendar days after the bill is received, of which 9 cases belong to the 112, 317 euros and 12 cases of ZKM worth 113, 310 euros. The delay was between 3 days and 120 days.
According to the audience, failure to pay obligations within the legal deadline increases the possibility that suppliers address the tribunals and tribunals, and the execution of obligations through these procedures could create additional expenses for the ZKM budget.
The ZKA report to the prime minister's office has resulted in six recommendations, of which 2 are new, three repeated recommendations, and a partially repeated one. /Periscopi/
