Rama has announced several days ago that he has handed over a draft of the Association of Serb-run municipalities to French President Emmanuel Macron and German Chancellor Olaf Scholz as the masterminds of the Franco-German proposal. He, at a media conference regarding the situation in the north, said this draft is worked by senior American and European experts.
