He has since clarified that the European Union's special envoy for dialogue, Miroslav Lajcak, has informed the European Union's top representative of foreign policy and security, Josep Borrell, of the results.
In contrast, following the conclusions of visits to Kosovo and Serbia, Borell has started informing EU member states of the next steps to be taken.
The high representative is in constant contact with leaders in the region and with EU member states. As we have said several times in the past, discussions and drafting of the Association/Unibility statute can only develop in the framework of dialogue facilitated by the EU”.
He further confirmed that the plan, which was June 5th and 6th, would be held the first session of drafting Association at the level of experts and both sides, had been sent invitations since.
However, due to the escalation of the situation in northern Kosovo, EU special envoy Lajcak had to go to Kosovo and Serbia and this meeting did not take place.

June 8th, Albanian Prime Minister Edi Rama has proposed a draft for Association in Kosovo.
I've forwarded to President Macron and Chancellor Scholz, who are the two endings of the Franco-German proposal a draft of association, which I have also informed the President of the European Council, Charles Michel, and the American side”, Rama originally confirmed during a press conference.
According to him, it is a draft worked by longtime American and European high-level experts, “which was done just in case this day was to come”.
The Association of Serb-based municipalities is estimated to be a major mechanism for Serbs after the qualified vote, which on issues affecting their interests, is a kind of ʹ but, it is demanding a third “plate” under its control, with the idea of interference in an internal system.
Meanwhile, Kosovo authorities fear not for what this instrument is now legally presenting, but for what it may present in the future, during practical implementation, with particular emphasis on creating a new model of Republika Srpska ʹ Serbian ethnicity in Bosnia and Herzegovina.
