EU High Representative for Foreign Policy and Security Josep Borrell has invited Kurti and Vuciqi to a meeting in Brussels this week amid increased tensions between the two states.
The EU has warned that disregarding this invitation could have consequences for the parties.
Serbia's president has only refused to meet with Kurti, meanwhile, the latter has not yet decided whether to attend the Brussels meeting.
EU spokesman Peter Stano said Borrell has invited the two leaders to meet in Brussels “to find exits from the crisis we are seeing and to return to the path of dialogue”.
The “Date has not been set yet because the parties have not confirmed the turnout. Borrell expects more responsible behavior than two leaders. The EU expects them to come without conditions. The European bloc is conveying the situation to see whether the parties are ready to find solutions”, Stano said during a media conference.
He added that during the EU ministers' meeting Monday, the issue of tensions between Kosovo and Serbia would be on the agenda.

As of late May, tensions in northern Kosovo increased after young Albanian mayors in the north, with Kosovo Police assisting, entered municipal buildings amid opposition from local Serbs.
Tensions culminated on May 29th, when in Zvecan Serb protesters clashed with NATO mission soldiers in Kosovo, KFOR. Dozens of people on both sides were hurt by the clashes.
On June 14th, tensions between Kosovo and Serbia deteriorated further, following the arrest of three Kosovo police officials. Serbia said they were arrested “deep” within its territory, but Kosovo said they were patrolling on Kosovo's territory, near the border line with Serbia on Leposavic.
