Also, this conclusion is said to have to create conditions to hold new elections in four municipalities in northern Kosovo. EU member states say failure to overcome tensions will have negative consequences.
They also say it is essential to continue the dialogue led by Josep Borrell and the rapid implementation of the normalisation agreement and the Impulation Annex, including their demand for the establishment of the Serbian Major Commission Association.
