EU spokesman Peter Stano has said that yesterday's developments in the north only confirm that the escalation of the situation is continuing, and this is going against Kosovo and its people.
We confirm that High Representative Borrell has received a letter from Prime Minister Kurti. As always, the High Representative will respond through appropriate channels. Recent developments in northern Kosovo only testify that escalation still continues, and that is contrary to the interest of Kosovo and all the people in Kosovo”, he said.
Stano for Frontonline said that so far, they are not seeing any concrete steps by Prime Minister Kurti to reduce tensions and normalise the situation in the north.
Kurti's Complete North Endition Plan
1. To immediately ensure the rule of law in four municipalities north of the Republic of Kosovo, including identification, prosecution and fair trial of all members of criminal groups that have attacked the Kosovo Police, NATO members and journalists. E ULEX is invited to directly monitor the core of the trial-related judicial processes.
Violent groups withdraw immediately from Kosovo's territory and prevent any criminal action against Kosovo institutions. Based on the principle of proportionality, the presence of Kosovo Police forces in three municipal facilities in northern Kosovo will be reduced, given the circumstances.
3. Kosovo police and KFOR/ EULEX will conduct joint security assessments every 15 days in order to ensure a secure environment in rule of law.
4. The government of the Republic of Kosovo will be co-ordinated with all acts and announced early elections in four municipalities in the north. New elections should be organised in a free, democratic and unhindered electoral atmosphere.
5. Kosovo and Serbia return immediately to the dialogue mediated by Brussels. The EU will ensure a fair and balanced ranking plan for implementing the Base Agreement (February 27th) and its Implementation Annex (18 March). The leaders of the two states meet in a high-level dialogue in Brussels this week. I hope you will be able to respond with optimism as soon as you can
