He said that association will not be a new Serbian republic as in Bosnia, but that it is international commitment to Kosovo, legally binding.
It is mentioned in the Brussels Agreement, the European Council Conclusions and the Ohrid Agreement. And there is also a US commitment to that. So, the Serbian Communist Association needs to be done. The question is, What will it look like? If Kosovo does not want a new Republika Srpska like Bosnia, it should give us an idea of what it wants. They told us what they didn't want. Now they have to tell us what they want. We're waiting for him. Kosovo must move right here and give us a draft agreement. Because the Ohrid Agreement depends greatly on establishing the association of” municipalities.
But it seems that Kosovo's prime minister, Albin Kurti, does not normally want this association was the Austrian newspaper's question.
It's not up to him. This is not the issue between Kurt and Serbia. This is an issue between the Republic of Kosovo and the Republic of Serbia. Escobar was also asked what to do to reduce tensions.
“We must break the cycle of violence. The Kosovo government should not force Albanian leaders in the north to pass through municipal offices, which are so symbolic of Serbs. However, administrative work must continue. Serbia's leadership, on the other hand, must send the clear message: Violence will not be tolerated, not against the KFOR peacekeeping force, and not against the police. And then we have to look for a way to build greater trust even if that means new elections for mayors”.
