Auditor finds procurement and payment violations at the Ministry of Health

The National Audition Office (ZKA) has recorded several irregularities in the Ministry of Health, in terms of specialist management, procurement processes and payment proceedings.

According to the report published for 2022, the audience reported three cases of non-professional lehonia going by the Ministry of Health,

The case of regular specialists had gone to a break without a decision from the MSH. In the absence of the Lehonia holiday decision, specialists have not been able to hand over documents to benefit the pay break rights for the next three (3) months by the Government”, the ZKA report said.

According to this report, the ministry had paid a specialist for three months more than 70 per cent of the basic salary, failing to apply the lehonia vacation stop.

“A specialist was paid nine months by the MSH (three months more) with 70% of the base wage, not applying the ban on liquefy rest, the ban on shush and addition for Avid 19. Also in this procurement activity, confusion was created in economic operators (OE) about the price to be offered after the December point.

Meanwhile, according to the report in the procurement procedure “Bleration of medical equipment for the DSHB” (the value of contract 32,340 m) is lacking from the ZKA for the contract manager's appointment, as required with Article 61.15 of RUOP.

The inadequate task sharing, lack of analysis when preparing specifics, and the lack of decision by the ZKA for the contract manager's appointment show an inadequate care for the role-proportions involved in managing procurement processes.”, the ZKA report suggests.

Other mangues have also been identified in payment proceedings, the National Auditing Office report said.

The audience has identified three cases of payment, where the commitment of the means was made after the admission of services/fstatures (the vouchers were from one to five months).

These services were for information technology maintenance and the use of rented vehicles. The total of these payments was $26,829. This has been due to the inadequate practice of implementing legal procedures for spending public money on the part of responsible officials”, the report said.

This report by the National Research Office for 2022 for the Health Ministry has resulted in seven recommendations, out of them four are new recommendations, two repeated and a partially repeated one.
