National Audit Office- Z KaKA, has found the exercise of jobs in contradictions with degrees won by police. He has addressed this in the annual 2022 Financial Mirror Report for the Ministry of Internal Affairs, which is led by Jelal Svechla.
The audience says Administrative Guide (UA) No. 02/2018 for regulating the work relationship in the police, namely the article stipulates: With the decision of the Police Director General, each official of the police could be assigned to a workplace or transferred from one country to another to work if it meets the pre-priced conditions and criteria for that job, regardless of the level, position or rank.
In addition, the audience has estimated that, the No.02/2019 Administrative Guide for the promotion procedure for police officials determines the criteria that should be met by each police official for participation in promotion and the testing process that must be submitted to take the given degree. The Kosovo Police organisational structure determines the required degree for each working position.
“A number of police staff continue to be accommodated in positions of work without meeting the degree criteria it requires according to organisational structure. According to data from the personnel unit, 133 police officials continue to be accommodated in positions where higher degrees are required than the degrees currently employed through the regular promotion process. In a preliminary year report, the number of officials has been reduced from 193 to 133”, the ZKA report for MPB says.
ZKA has written that the systeming of staff in positions that are not in line with the adequate degree may affect the position of work exercised by those with a lack of professional competence.
This find has been accepted by the police, who have said that it is in the phase of preparations for announcing the competition for the promotion process, which competition has been influenced by the organisational police structure that has been in completion of change. /Periscopi/
