Vuciq has said that the term <x0 enforcement”, often repeated in the Declaration, is not a strict legal term. According to him, this expression has more to do with the circumstances under which one has disappeared.
This clarification is offered to avoid misunderstandings or interpretations of the term “Forced out” as “Forced out, which has a clear legal meaning under the International Convention for the Protection of Persons Missing in Force (2006)”, wrote Vuciq. He has said that one person could be forced to disappear as a result of an act of an individual, army, paramilitary group, political group or other groups that are linked to the conflict.
