“Like other times”: These are expectations for Kurti Vuciq meeting in Brussels

On Tuesday, May 2nd in Brussels, under Kosovo dialogue Serbia is expected to take place in the middle of Kosovo Prime Minister Albin Kurti and Serbia's president, Aleksandar Vuciq.
In this meeting, international relations connoisseurs and political analysts in a pronouncement for Dukaagjini have estimated that the agenda of this meeting, including the issue of the undiscovered, will be transformed into one of the most effective orientive indicators for the performance of the entire closing stages of dialogue.
According to them, at last meeting in Ohrid, agreement was reached on normalisation of relations, while at the next meeting this implementation process will only culminate and receive epilogues to move to a higher level of negotiations.
International relations director Shqirim Pula has said that the same epilogue will continue at this meeting to agree on as it did on February 27th in Brussels and on March 18th in Ohrid.
He has said the EU must condemn Serbia's behaviour in order to advance.
According to him, the question of the missing should be addressed urgently and resolved permanently.
The question of the unknown exceeds the political themes, because it is completely humanitarian, even though politics has decided on their fate that they lost to violence during the war and have not been found after two decades since the war ended. Every passing day is a day of pain for their families, a day of remembrance and a day of waiting for when they will be found and returned to Kosovo. But, the Serbian side since the beginning of the dialogue in 2011 has not accepted the subject of the found, against demands from our side, prior to each other, the subject on the missing would eventually have to get a solution to”, Pula said.
While, in terms of the Association of Serb majority municipalities, Pula has said that Kosovo with the responsibilities in dialogue would not have to consider association as a “requirement because of the outstanding shortcomings it has in its April 19th, 2013 document to avoid such experiments”.
“The municipality balance with the amount that comes out of the document signed on April 19, 2013 as the “Agreement “which is not actually the “international agreement” because the Republic of Kosovo, not being a UN member state, did not register it near the UN Secretariat, as required with Article 21) of the International Accords; and also, according to the United Nations Charter article, where international treaties and agreements, should be registered and publicised to put into power, as well as universal principles of international law, by the International Convention of Vienna and Vienna. So our side with the responsibilities in the dialogue should not be considered as a requirement because of the outstanding shortcomings that the April 19, 2013 document has to avoid such experiments”, he has followed.
He has stressed that this meeting will again be a meeting like other times, with protagonists and the same positions, while adding that Russia supports the commitment of EU emissary Lajcak to his proposals, to “resolution of subjects via “abnormalisation”.

What he claims is that since last meeting for the Ohrid Agreement, and that this achievement of the agreement, according to him, resulted in Kosovo's advancement at three levels, such as “The decision for visa liberalisation, the passage of the first phase for membership in the KiE and the elections in the north”.
The Ohrid Agreement is identified with the 180-degree twist in the position of Prime Minister Kurti towards Association. Otherwise, Kosovo Prime Minister Albin Kurti met with the European Union's special representative for Kosovo-Serbia dialogue on Friday, Miroslav Lajcak.
The meeting has taken place at Delphi, where Prime Minister Kurti has participated in the annual Economic Forum while stressing that the basic agreement must be implemented in full, without delay and no conditions.
While Emisari Lajcak has called this meeting a very important “to move further into dialogue as he has sought to avoid any action that could exacerbate the atmosphere.

While on Friday 28 April, European Union spokesman Peter Stano confirmed that at the new high-level meeting of dialogue between Kosovo leaders and Serbia on May 2nd, in the order of the day it will be the adoption of the Declaration for the Un finders and the first draft of the statute for establishing the Association of Serb-run municipalities.
Leaders of both countries, Kurti and Vuciq, have confirmed their participation at the May 2nd meeting.
The meeting will take place at the time when Kosovo has accused Serbia of violating the agreement towards normalising the reports, reached earlier this month.
Serbia has voted against Kosovo membership in the Council of Europe, despite the agreement on normalisation that it has pledged it will not prevent Kosovo from membership in international organisations.
