The elections in the north have been boycotted by the largest Serbian party in Kosovo, the Serb List, with the support of official Belgrade.
The preliminary leaders from this party have resigned last November. They have left the institutions in disappointment with the Kosovo government's decision that has forced citizens to return car plates from illegal to those in the Republic of Kosovo.
