The secret bill of Association, what is expected from Kurti Vuciq meeting?

Under the established Base Agreement between Kosovo and Serbia, implementation of the Association Agreement was meant at the bottom point of the document, while its creation was meant at point 7 of the Implementation Plan agreed on in Ohrid.

In practice, just as long demanded by internationals and Serbia, the association was transferred to one of the first two topics to be spoken at the meeting between Prime Minister Albin Kurti and Serbian President Aleksandar Vuciq after reaching the agreement.

Kurti heads to meeting with two <x0fit>” and like “ropian” after Kosovo has passed its first phase in the Council of Europe membership procedure, while the exact date of the journey of Kosovo without visas is known. Vuciq, meanwhile, convinced that he has resisted implementing the agreement because the implementation of association has not yet begun.

The European Union has confirmed that at the May 2nd meeting in Brussels, the Declaration of Un finders is scheduled to be adopted and the presentation of the Kosovo Serb majority municipalities' draft Association. That draft has committed to drafting an Ekip comprised of four Serbs, among them Serbia's Parliamentary MP from Vuciqi's party, Danijela Vujicic.

Ambassador Christopher Hill said over the weekend that Serbs have waited long and that everything is now at the point when the association will become a reality.

Hill said that I know that on May 3rd, the day after the meeting Kurti-Wuchch, will not be established the Association but the date will be set and that consensus will be reached on what needs to be done.

When the issue of Association is carried out, we will see progress in other aspects of normalisation” the American ambassador has said.

Mediator Miroslav Lajcak, who has said that during his meeting in Greece on Saturday with Kosovo Prime Minister Albin Kurti, has prepared the meeting details, has also written for the May 2nd meeting.

Prime Minister Kurti, however, has not seen what the team has written -- which only formally -- stems from the Kosovo government, as the appointment of members has made earlier Local Government Management ministers.

The management team is completely closed, refusing even to meet with government representatives.

Despite the team's mysteriousness, which actually means MP Vujicic '%s', Prime Minister Kurti has told Croatian media “Hina” that he will be happy to see what is prepared in the draft Association, even though he would like the draft delivered to Pristina.

Taking into account Brussels' insistence, I'll be happy to see what drafts they've prepared, even though I think it would be better to present it to me in Pristina before. However, I will ensure that what has been agreed on February 27th in Brussels, the existence of a proper level of Serb community self-government under the highest European international standards for the protection of minorities”, Kurti has said.

So he agrees, according to agreement on the Base Agreement, to have a level of self-government of the Serb community, but says he will not accept any model of Republika Srpska in Bosnia and Herzegovina.

But what we will not allow is the right of territorialisation and creation of anything that would look like Republika Srpska in Bosnia and Herzegovina. We will not allow a satellite parastate with devastating essence that would undermine Kosovo citizenship”, Kurti said further.

Serbian top diplomat Ivica Dacic has said today that Kurti is trying to downplay the importance of association and that he is willing to create the crisis so that there will be no conditions to form the Serb majority community.

“Pristina will try to downplay the importance of the Serbian municipalities' association -- by name, statute and management team -- to its competencies”, Dacic said, according to the report in Serbian media.

Miroslav Lajcak also said last week that, at last, the statute, the competencies of Association, will begin to be established, which he says they want it according to the models that exist across Europe.

“The goal is to determine the legal status of Kosovo Serbs and the Serb minority in Kosovo. We see this as an opportunity to somewhat clarify relations between the Government in Pristina and Kosovo Serbs. And at the same time define Serbia's role in supporting Kosovo Serbs. It's a sensitive topic, much talk about it, but for me it's important that we finally begin to determine what the community will say, what its status will be, what its competencies will be. We will stick to existing European models”, he said.

The opposition in Kosovo has warned that it will lead to the Constitutional Court for Review of the Association of Association if Kurti accepts it.

Chief Parliamentary Glauk Konjufca, meanwhile, has had little hope that a draft that would be acceptable to Kosovo will now be drafted by the Managing Team.

The way this thing is regulated by the past is that there is a Management Team, which has been forced to offer a version of the Association, one has already offered and it has not worked and has not been accepted, now it will offer the other. I don't rule out that even this one won't work by seeing the composition of this management team, which is made up of even the deputies of Serbia. This is unacceptable for Kosovo. If this management offers a draft that is according to Serbia's interests, I think the best way for Kosovo is to download this management”, Conjufca said.
