According to AP sources, the government had previously announced the embassies of QUINT states ( The US, Great Britain, Germany, France, Italy) in Kosovo, but had not found their reconciliation for the move.
Despite that, Kosovo institutions were determined to continue with the plan according to the AP sources, which Kosovo Police confirmed an hour later through an official communiqué.
Rescu would be very large if such an action was taken without co-ordination with internationals, the AP report said. That's what happened.
Kosovo's government achieved that Ilir Pecin in Zvecan, Izmir Zeqiri in Zubin Potok and Lulzim Hetem in Leposaviq who had sworn on improvised objects to put into their offices after clashes with local Serbs on Thursday.
But to do so, Kosovo police were forced to use tear gas and bombs to break up the crowd of Serbs who had gathered in front of municipal buildings
The AP reports that the company of such a action would have a major risk confirmed the reactions that occurred after the created situation.
How did the world react?
US Secretary of State Antony Blinken wrote on his Twitter account that the United States of America strongly condemns what happened this Friday in northern Kosovo.
“We strongly condemn the action by the Government of Kosovo that is exceeding tensions in the north and is increasing uncertainty”, Blinken said.
He also called on Kosovo Prime Minister Albin Kurti to step down immediately.
We call on Prime Minister Albin Kurti to immediately halt these violent measures and refocus in the relaxed dialogue by the European Union”, Blinken wrote on Twitter.
While even more severe was the response of the American State Department, where, in addition to condemning what happened, they also questioned the relations between Kosovo and the US, which often by Kosovo institutional leaders have been named <x0-cytic” for Kosovo.
“These actions have rapidly and unnecessaryly escalated tensions, undermining our efforts to help normalise relations between Kosovo and Serbia”.
“will have implications for our bilateral relations with Kosovo”, they said in their communiqué.
While, they also suggested that the Government of Kosovo has taken these actions “against the advice of the United States and the European partners of Kosovo”.
Reaction at almost the same time as the UN had been made by the European Union, where except time the message was the same.
Through a media communique The European Union strongly condemns clashes with Kosovo police and protesters in northern Kosovo, initiated by the attempt by newly elected mayors to enter municipal buildings”, said.
“We strongly condemn attacks on the patrols of the EU civilian mission in Kosovo, EULEX. EULEX should be allowed to implement its mandate peacefully”, the EU said.
“The EU will not accept any further unilateral or provocative action and preserving peace, and land security should be priority”.
Also known as QUINT, the chiefs of missions of France, Germany, Italy, the United Kingdom, the United States of America, and the European Union in Kosovo, reacted to the situation created in northern Kosovo, where police assisted in placing Zvecan leaders, Zubin Potok and Leposaviqi at their offices.
Through a media communiqué from the QUINT said that “condemn Kosovo's decision to force entry into municipal buildings in northern Kosovo, despite our call for 48x1>.
“We call on Kosovo authorities to immediately withdraw and decelerate and co-ordinate closely with EULEX and KFOR”.
But, in addition to criticism in Kosovo by QUINT, Serbia also criticised, which raised the Serbian Army's readiness on the border with Kosovo.
“We are concerned by Serbia's decision to raise the level of readiness of its Armed Forces on the border with Kosovo and call on all sides for maximum content, avoiding the promotional rhetoric”.
The French Ministry of Foreign Affairs continued to react greatly.
The French MPJ declared that “Kosovo and Serbia should stop increasing tensions and engage constructively for normalising their relations”.
Europe's “Future depends primarily on a sense of responsibility and commitment to peace”, French MPJ tweeted.
Reaction also came from the Mission NATO in Kosovo, KFOR.
From KFOR through a tweet on the social Twitter network said they condemn all unilateral actions that could create escalation of the situation.
NATO-led KFOR's “Mission is closely monitoring the situation in northern Kosovo and condemns all unilateral acts that jeopardise further escalation of tensions”, KFOR declared.
How was it expected in Kosovo?
The first to react and at the height of tensions was Local Power Management Minister Elbert Krasniqi.
He said the central institutions have the obligation to provide the new leaders with the fulfillment of their “constitutional and legal obligations”.
Krasniqi, through a writing on the social network, stressed that the heads will have the full support of the Government in fulfilling their obligations.
“They have pledged to serve all citizens indiscriminately. Both the ministry and central institutions give our full support to the fulfillment of the constitutional and legal obligations of the new chairmans”.
“E as central institutions, we are obliged to provide for them and enable them to fulfill these obligations. The community is citizens. Citizens cannot remain without municipality”, Krasniqi wrote.
While Democratic League of Kosovo Chairman Lumir Abdixhiku, following the criticism of the United States of America towards the Government and the Prime Minister of Kosovo, Albin Kurti, of the situation created in the north, where police assisted the heads of Zvecan, Zubin Potok and Leposaviqi, to deploy to their offices, declared that “mundination with allies in particular with the United States is simply an anti-state act<1).
Who does this policy serve? Who does a Prime Minister like this?” asked Abdixhiku in a post on the social Facebook network.
He continued his questions: Who benefits when Kosovo donates all its allies to Serbia?
Meanwhile, LDK leader stressed that it is in favour of the Kosovo Police for their service in the north, but that the Allied non-coordination by Prime Minister Kurti saw it as a “hug” for Kosovo.
“In request for close co-ordination with allies. Discreet politics, politics with friends, is Kosovo's only way. Everything else leads to hug; where we're headed with a Prime Minister like this!”, he added.
Reaction also took place by the Democratic Party of Kosovo, which had two heads from its ranks to the saga that was established in the north.
Izmir Zeqiri of Zubin Potok, and Ilir Peci of Zvecan were mayors for the respective municipalities, coming from the PDK ranks who were assisted by the Kosovo government to join their offices.
The Democratic Party of Kosovo expresses deep concern for today's tensions in municipalities in the northern part of Kosovo, condemning the tendency for violence by groups guided by Serbia”, have written by this party on Facebook.
Meanwhile, the opposition party called for restraint so that civic will be respected, according to them.
“at this moment, aware that escalation of the situation does not benefit Kosovo at all, we call for content, order and calm, to leave space for respect and implementation of the will of citizens”, the PDK said.
They also invited the government “to assess the security situation and actions undertaken in co-ordination with international partners”.
Hard in response was Interior Minister Jelal Svecla, retorting on behalf of the Government the American State Department.
He wrote on Twitter that international reactions that police intervention was a violent move are the invitation to activate Milan Radojicic to attack the police.
“Calling the legal and civilized action of the Kosovo Police as violent and the operation of order forces as violent” is an invitation for Milan Radojicic to attack Kosovo police”, Svecla wrote on Twitter.
Everyone must act responsible. Any loss of life must be prevented by maximum care. Choosing balanced words in this situation is essential. Misrepression of reality can lead to a loss of”.
What about Serbia?
Initially, it was reported by Serbian media that Serbia's Army has been put to the highest degree of combat readiness and is ordered to move towards the border with Kosovo.
But it was later confirmed: Serbia's president and Serbia's Commander General of Armed Forces, Aleksandar Vucic, had signed an order to establish combat readiness of Serbia's army units at the highest level.
Serbia's Defence Minister Milos Vucevic said the Armed Forces of Serbia, following the president's order, Aleksandar Vuciq, were positioned at the border line between Serbia and Kosovo.
Serbia's “Armed Forces have taken their specific positions that were defined in line with our defence plans, strategic plans, as well as with the operational and tactical actions of the Armed Forces of Serbia, all in order to protect the sovereignty of the Republic of Serbia and its citizens, he claimed.
While Vucic himself, during the rally of the Serbian Progressive Party in Belgrade, said that “was deliberately expecting people from the north of Kosovo to come to Belgrade and attack municipal buildings north of Kosovo”, and added that for events taking place in northern Kosovo ♫ where police assisted the heads of Zvecan, Leposavisic and Zubin Potok, to join their offices -- “ -- to gather the Serbian Security Council”.
The QUINT representatives were silent about all of this, and now they are condemning it when Albanians were finished. We haven't had a bigger crisis. As soon as this meeting is over, we'll have the National Security Council meeting and I'm afraid of a lot of bad Mahx1>, Vuchic said.
The same response went to Serbian Foreign Affairs Minister Ivica Dacic.
At the rally called by the Serbian Progressive Party in Belgrade, he stressed that “we don't give Kosovo, we don't give Serbia”, adding that “Pristina is trying to invade northern municipalities”.
“Today you heard that Kurti's (Albin) government in Pristina is trying to invade Serb municipalities in Kosovo by violence and thus legalise and legitimize the invasion of Kosovo”, Dacic claimed.
Meanwhile, the Serbian top diplomat added that “Serbia and Serbs don't give”, and continued his speech against Kosovo in an extremely nationalist tone.
“It has never been more important to shout ʹ Kosova is Serbia. There are many parties, Serbia is only a”, depagand Dacic.
