Once opposed, Kurt now says happy he is awaiting a draft prepared for Zajednica

Kosovo Prime Minister Albin Kurti, on the eve of a high-level meeting under the Kosovo-Serbia dialogue under the European Union's mediation in Brussels, has said he is waiting to see what Draft-Stutati for the Association of Serb majority municipalities will present at this meeting. “In view of Brussels' insistence, do [...]

In view of Brussels' insistence, I will be happy to see what draft they have prepared, even though I think it would have been better if they had originally presented it to me in Pristina”, Kurti said in an interview for the Croatian news agency “Hina“.

“Anyway, I will ensure that what has already been agreed on in Brussels on February 27th, the existence of a proper level of self-awareness of the Serbian community under the highest European international standards for protection of minorities”, Kurti added.

The head of the Kosovo executive guaranteed that it would not allow the Association of Serb majority municipalities to be established on Kosovo's territory according to the model of Republika Srpska-run entity in Bosnia and Herzegovina.

But what we will not allow is the right to territorialisation and creation of anything that would look like the Republika Srpska in Bosnia and Herzegovina. We will not allow a pre-state, destructive satellite that would undermine Kosovo citizenship”, he said.

“However, our country is a normal democratic country that grants individual rights and other rights to its citizens, but does not allow ethnic territorialisation because it is against democracy and republic”, the government's number underlined, while adding that “will ensure constitutionality and legitimacy in the entire territory of Kosovo”.

“Sovereignty and territorial integrity are something that should not be violated. I want normal relations with Serbia, European relations, good neighbourly relations. Protecting minorities is important to us. But we cannot grant executive power to the local community”, he stressed.

Kurti has also talked about the Council of Europe's decision to forward the KE Parliamentary Assembly (APKE) application for Kosovo membership in the organisation and visa liberalisation for Kosovo citizens.

“They confirmed Kosovo's progress in democratic standards, rule of law and human rights. Moving the first obstacle towards membership in the Council of Europe is a recognition of our internal progress”, Kurti said.

“We are truly grateful to our partners and friends, including Croatia, who helped us overcome the necessary two-thirds majority of the votes for Kosovo to be at the Council of Europe”, he added.

The European Union's Special Emisar for Dialogue between Kosovo and Serbia, Miroslav Lajcak, in an interview for Slovak media “Dennik”, said that at the top of the high-level agenda under dialogue in Brussels on May 2nd, it would be the foundation of the majority municipality Association in Kosovo.

Lajcak stressed that on the negotiating table, where Kosovo Prime Minister Albin Kurti and Serbia's president, Aleksandar Vucic, will be the Draft-Staut of the Serb majority municipalities' Association for the “defined the legal status of Kosovo Serbs” and “what competencies will have”.

For me, the important thing is that on May 2nd we have the planned meeting between President Vucic and Prime Minister Kurti in Brussels, where the start of the process of establishing the Serb multi-commission municipalities will be on the agenda. Draft-Sttuti will be presented, which is the first mandatory and important step”, Lajcak said.

For the Slovak diplomat, although the topic of the Association of Major Serb municipalities is extremely sensitive, what will happen in Brussels “will be the first binding and important step”, sticking to European models that regulate the issue of national minorities in Europe.

It's a sensitive topic, there's still a lot to talk about, but for me it's important that we finally start determining what this association means, what its legal status will be, what the powers will be. We will stand behind European models”, he added.

The association of Serb majority municipalities is estimated to be a second major mechanism for Kosovo Serbs after the qualified vote, which on issues affecting the interests of the Serb community, is a kind of dealt with, but that it is demanding a third “pah under its control, with the idea of interference in an internal system.

In turn, it remains to be seen whether the Association of Serb majority municipalities will be only a guardian/responsible for communication between the municipalities and the central government (as is the common meaning of an association of municipalities) or, an authority representing all Serb majority municipalities in Kosovo.
