The fighter plane has been dubbed Mocal's Creation by an event in 1991, when it was launched by a burning F-16 jet on a national park in Florida State.

Brown, currently a four-star general and Air Force chief, was appointed Thursday by President Biden. If confirmed, he will replace General Mark Milley, whose term ends in October.

Brown, he's spent most of his career as one of the main Air Force aircraft. He was one of the few colored pilots and often one of the only African-Americans on his team.

During an Air Force Association conference held in Colorado this month, Mr Brown said the principles leading him in implementing his task are “fulfilling tasks with a high, personal and professional standard”.

Brown has often made history during his career. He was the first Pacific Air Force commander and recently the first-coloured Air Force Chief of Staff, making him the first African-American to run one of the military branches.

If confirmed, this development would again mark stories, since it would be the first time, both of the Pentagon's main posts, held by African-Americans. Defence Secretary Lloyd Austin, an African-American, heads the highest civilian post.

But Mr Brown wouldn't be the first African to take over the post of Chief of Chiefs of United Staff, the Pentagon's top military post. It was the late General Colin Powell, who made history, taking this assignment.

Sixty-year-old Brown has commanded the country's air force at all levels. Born in San Antonio he comes from a military family. His grandfather led a unit of African-Americans in World War II that were kept separate from the rest of the army. His father served as an artillery officer and was a Vietnam War veteran. Mr. Brown grew up on several military bases in various states of the country that instilled in him a sense of mission.

His appointment comes after a four-decade military career, which begins with graduation with high scores from Texas Technical University in 1984, to reach his appointment at the White House.

It was widely viewed within military circles as the main candidate for the task, with proper authority and a historical record of its leading role in institutional changes. These viewed as necessary to put the Pentagon on more modern foundations to cope with a growing China.

Over the past two years, Mr. Brown has promoted within the Air Force a campaign with the slogan “Step up, change, or lose”. The campaign seems to focus mainly on China. It aims to push this branch of the army to give up old warplanes and speed up efforts to cope with hypersonic aircraft, fears and spatial weapons, with which the American military inventory of the Cold War era disagrees.

Personally, Mr. Brown is known as a reserved person who is thought highly and discreet. By contrast, General Milley is known for his speech without gloves, often in response to former President Donald Trump and republican lawmakers.

He (Brown) is not inclined to say something without seriously thinking about it, making a measure of all possibilities”, says retired Air Force Chief Staff General Michael Moseley, who knows Mr Brown since he was one of the directors of this force.

Brown has over 3 thousand hours of flying in his history and has served several times in the Air Force Armed School, an elite school similar to school T OP Navy GUN. Only about 1% of Air Force pilots are accepted in this school, says General Moseley.

During Aspen's forum, Mr Brown said the 1991 event was a very delicate moment.

I was somewhat frustrated after it happened just before the selections were made for the” weapons school, he said at the Aspen forum. He said he had to apply three times before accepting it, noting that “has high competition”.

In June 2020, Mr Brown was only a week away from confirmation by the Senate to become Air Force Chief when he felt the need to talk about George Floyd's murder.

It was dangerous and an inappropriate moment for the general to draw public attention and publicly express his personal thoughts. However, he did so after discussing the murder with his wife and sons and formed the conviction that he had to say something.

In a video message directed by the military in June 2020, entitled “here what I think”, Mr. Brown described how he had forced himself “to act without a single mistake” as a pilot and as an officer throughout his life, but that he had yet faced prejudice. He said they had questioned his skills, even when he was wearing the same pilot uniform as other colleagues.

It has been 30 years since Mr Powell became the first African chief of the U.S. Armed Forces Chiefs of Staff, the task he served during 1989-1993. But while African-Americans are 17.2% of the total 1.3 million soldiers in active service, only 9% of officers are African-Americans, says a report in 2021 of the Department of Defence.

I thought about those who gave me advice and how seldom the match on one, which looked like me”, Mr. Brown said in his video.

My memory offers some hope, but it also comes with a heavy burden. I can't fix centuries of racism in our country, nor can I correct decades of discrimination that may have affected members of our Air Force. I think about how I can make improvements, personally, professionally and institutionally” so that all Air Force members shine, he said.

His decision to speak out did not result. The vote in the Senate for his confirmation was 98 to 0.

But just like that brief moment in Aspen, personal video message was rare. After confirmation, he turned down his public profile and went to work. / VOA
