Kurti-Vuchic meeting, details known so far

The meeting, expected to be held in the evening hours, is the first political summit after the reconciliation in Ohrid on the road to implementing the agreement, which was reached 27 February in Brussels.

The meeting is expected to discuss the draft body of Serb majority municipalities, and on the issue of those found have disclosed the European Commission.

The “is expected to approve the declaration on missing persons as the first item of the agenda, and this will be followed by the presentation and discussions about the first framework of the statute for forming the Association of Serb majority municipalities. US State Department adviser Derek Chollet wrote after a telephone conversation with Serbia's president, Aleksandar Vucic, that he expects a constructive meeting and progress in dialogue, specifically on forming association.

The management team for drafting the charter of association consisting of four members of the Serb community, including a Serbian MP, has already started working on drafting the statute, which is expected to be presented at the negotiating table.

Local Power Management Minister Elbert Krasniqi wrote that under a 2020 decision, it is envisioned for the Management Team to be co-ordinated with its ministry and told it. But, this team, he said, has not received an invitation for a meeting.

Kosovo Parliament Speaker Glauk Konjufca said that not reporting on the management team is irresponsible access to the country's institutions.

“I do not expect anything good from a leader of this management team, which is deputy of Aleksandar Vucic and Aleksandar Vucic's MP cannot write part of the institutional adjustment of the Republic of Kosovo, this is ABC of our public and state interest”, he said.

Konjufca said the management team should consist of people of Kosovo who do not in any way represent Serbia's interest. He said Kosovo will not accept anything from this team that is at odds with the Kosovo Constitution.

First appointment

For the first time, Kosovo Prime Minister Albin Kurti and Serbia's president, Aleksandar Vuciqi, met on 15 June 2021 in Brussels under the dialogue, which ended without hearing about the topics.

At this meeting, Kurt had proposed four points, where, according to his statements, three of them were refused as they had no answers to one of them.

The first proposal was to advance CEFTA. The second proposal was Kosovo and Serbia to sign a peace declaration where we pledge we will not attack each other. The next proposal was on the issue of the missing as well as the latest proposal was for the establishment of the National Council for Serbs.

Kurti had said that the sooner the agreement with Serbia is made would be better.

Second appointment

The second meeting between Kurt and Vucinqi was held on July 19, 2021. This meeting didn't bring a deal.

The parties concluded the meeting earlier and agreed only to continue the dialogue.

Third Appointment

The third meeting was held on May 4th, 2022. The meeting was known in public as the “Darka Berlin”.

Dinner according to the EU was informal despite the EU special emissary for Kosovo-Serbia dialogue Miroslav Lajcak attended the meeting.

The evening meal between them had lasted an hour and a half and was held at the Borsig palace in the suburb of Berlin.

According to Kurti, meeting with Vucinqi had been a preparation for the meeting between the chief negotiators, but not leaders.

Kurti, had declared that Vuciqi has no further distance from Slobodan Milosevic's policy, nor from Russian President Vladimir Putin's policy.

On the other hand, Lajcak said he was discussing dialogue at dinner.

“I welcomed the possibility of an informal dinner discussion about the dialogue with Prime Minister Kurti and President Vuciq in Berlin. Grateful to the German government for the reception. We will continue discussions on the level of the chief negotiators on 13 May.” wrote Lajcak on Titter.

Fourth Meeting

The fourth meeting was scheduled to take place in July 2022, but was held on August 18th, 2022, after Vuciq postponed the meeting.

This meeting was held behind barricades that were located in the north of the country due to the Serbian license and documents decision.

At this meeting the parties had agreed to meet each month. But that was not the case.

European Union diplomacy chief Josep Borrell, after the meeting at the media conference, had said that “we have not reached agreement today”.

Fifth Appointment

The meeting between Kurti and Vuciqi, which lasted for seven hours, was the summit on 21 November 2022.

Kurt and Vuciq under Borell and Lajcak's mediation talked for seven hours. Even this meeting didn't make any moves.

The prime minister had accused Borelli of giving up his deadline

I regret to say, the senior representative Borrell gave up this March 2023 deadline and the EU proposal for normalisation of relations. That's exactly what Kurt said.

Sixth Appointment

The main theme of this meeting was the EU's proposal for normalising relations between Kosovo and Serbia.

In principle, the Serb side and the Kosovo side have accepted the EU plan.

Meanwhile, internationals have called on Kurti and Vuciqi to show constructive during this meeting.

Otherwise, dialogue between Kosovo and Serbia started in 2011.
