Kosovo accuses, US, EU reject Serbia violated agreement

While President Osmani, Prime Minister Kurti and others, reiterate that Serbia has violated the Brussels/Ohri agreements, the same does not think American emissary Gabriel Escobar. He does not consider Serbia's vote against Kosovo's application in the KiE a violation. Meanwhile, the EU is silent when asked about Kosovo's claims on violations of agreements by Serbia. Kosovo condemns [...]
Kosovo consistently denounced Serbia for violating the basic agreement for normalisation, which was fulfilled with the Implementation Plan. But Kosovo complaints seem to find no support for internationals.
One of what Kosovo considers a violation is Serbia's vote against application for membership in the Council of Europe. President Vjosa Osmani has said Serbia has violated the agreement even by interfering in elections in four municipalities in northern Kosovo.
Serbia made two violations of the Brussels-Time Agreement in less than 24 hours: external interventions in the Kosovo elections (against Article 2), lobbies and voting against Kosovo's application to the Council of Europe (against Article 4). The new agreement, but the same old Serbia”, has written President Osmani in April, when elections were held and voted in the Council of Europe for Kosovo's application.
Osmani said he has told them of violations of the agreement from Serbia some American senators who visited Pristina this week.
The question of voting in the Council of Europe, which is most often mentioned as violations, has also been questioned in early May by special American emissary Gabriel Escobar. He says he's not sure it was a violation.
The first “, I am not sure if it was a violation; it is in the hands of the European Union, which is essentially a guarantor of the agreement. Now, because the implementation process has not yet been set at the time of the vote, I am not sure if the sequence required that Serbia not block”, Escobar has said.
The Express newspaper has asked the European Union's Media Office about allegations of violations of the agreement, but until the publication of this article, no answers have been received.
But, EU spokesman Peter Stano, has been asked at a conference whether Serbia's opposition agreement constitutes a violation of Kosovo's membership in the KiE, and he has not said yes or no.
Meanwhile, from the EU, it was detected as a violation, but on the part of Kosovo, the release from the task of the Management Team, which was made up of four Serbs, after he presented the draft State of the Serb majority municipalities' Association in Brussels.
The manager's “Ekipi proposed and submitted the first draft [state], which means it has begun the process and not that the process is complete. Therefore, the decision on the break-up of the Management Team conflicts with the text and spirit of the deal” had Stano said after the dismissal of the Kurti Manager Team.
When Osmani has accused Serbia of violating the agreement, it has countered Serbian official Petar Petkov, who runs a so-called “Office for Kosovo”, within the government of Serbia. According to him, violating the agreement is the non-founding of association.
When Osman mentions violations of the Brussels Agreement, he surely refers to the Union of Serbian Communities. Pristina's commitments in relation to the Association are found at the first six points of the Brussels Agreement, and until now, 10 years later, the result is zero”, Petkovic wrote in Titter.
Otherwise, the Serbian president, immediately after accepting the Agreement Implementation Plan in Ohrid on March 18th, has said Serbia will not respect the part of the agreement, which says it should not prevent Kosovo from membership in international organisations.
The European Union in April has announced that the joint Commission for Monitoring the implementation of the Agreement reached between Kosovo and Serbia has been established for normalising relations.
The joint Commission's “task is to monitor implementation of the Agreement on the road towards normalisation of reports between Kosovo and Serbia and the annex of its implementation. This is the concrete result and concrete implementation of what was achieved 30 days ago, at the summit, between Serbia's president, Vuciq and Kosovo Prime Minister Kurti“, Stano said during the announcement.
According to the EU, the member of this joint commission will be EU special envoy for dialogue Miroslav Lajcak, who will head that body on behalf of the EU.
Kosovo will be represented by its ambassador to Brussels, Agron Bajrami, while Serbia will represent, its delegation's chief for dialogue, Petar Petkov.
