KDI: Where are the promised labour inspectors

Humoll stressed that increasing the number of inspectors and skills of the Labour Inspectorate are the best way to ensure respect for labour rights.

The chief inspector of the Labour Inspectorate, Iron Nikci, underlined the urgent need for increasing the number of inspectors and cited the inspector's challenges in recruiting 100 new labour inspectors. Nikci said optimistic that for competitions declared by the Inspectorate there will be more interest, because with the new salary law, there will be more dignified wages for job inspectors, due to the better rank of position and additional risk at work.

Meanwhile, Public Officials Management Department Director, near the Ministry of Internal Affairs and Public Administration Bislim Bislimi, argued that with public administration reforming, the entire burden of foreign recruiting for the needs of public administration has been transferred to this department. However, since this reform has been implemented without preparation, instruction or preliminary training, the department has failed to develop any external recruiting procedure for more than three years. Bislimi cited the legal and procedural challenges with which the recruiting of labour inspectors has been forwarded, but added that the issue of forming the task of the field's priority group has been operationalised by the National Disaccession Commission, while the State Accession Commissions are also expected to be formed very soon. According to Bislim, these solutions have paved the way for recruiting job inspectors, since the competition for 19 new job inspectors was announced last week.

On the other hand, Independent Private Sector Union Chairman Yusuf Azemi estimates that violations from the working relationship are alarming, and increasing the number of inspectors is more than necessary. According to Azem, the institutional will is missing to overcome legal problems in connection with the recruiting of labour inspectors and that inspectors would already have been recruited, since the budget had already been submitted to the Inspectorate in early 2023.

Attendees questioned the issue of digitising the work of the Inspectorate, training for new job inspectors, as well as co-operation with other inspectors, in particular the Inspector General.
