European negotiating mediators demanded more constructive approaches from the parties, until they expressed fears for the possible escalation of the situation in northern Kosovo.
Kosovo's “Prime Minister Albin Kurti and Serbian President Aleksandar Vuciq continue to have diametrically opposing positions regarding the formation of the Serb majority municipalities”.
So European Union foreign policy chief Josep Borrell said after the meeting.
Although he said the parties in the dialogue have enormous differences, Borell found room for optimism, saying that at today's “meeting, a symbolic step of” towards establishing the Association of Major Serb municipalities in Kosovo.
The looks of the parties are very different from the nature of this association. I didn't expect anything else. I have been sure that the parties have different views, but even if they are not reconciled, they have agreed to start negotiations on the future of the Association”, Borrell said.
“I want to encourage both sides to engage in this process constructively and confidently and to be ready to reach compromise”, he added.
While Serbian President Aleksandar Vuciq blamed the Kosovo side for failing to reach agreement on forming association.
He also said that for the key “issue” of forming the Serb majority communities' Association, it is clear that “Pristina does not want to meet its ten-year obligation before”.

At yesterday's meeting, Kurti and Vuciq initially adopted the Declaration of Extinction from the last war in Kosovo.
The declaration envisions several commitments to the parties, which could lead to the dawning of the fate of over 1,600 people who continue to remain missing from the 1998/99 war.
EU diplomacy chief Josep Borrell, who chaired the Kurti-Vucciq meeting, said the EU welcomes the adoption of this statement and expects the <x0pals to make tangible progress in closing the unresolved cases of missing persons”.
“Selecting the issue of missing persons is not only a humanitarian obligation. It is also an essential opportunity for reconciliation and trust among people”, Borrell said, among other things.
Borrell, after meeting with Kosovo Prime Minister Albin Kurtin, and Serbia's president, Aleksandar Vuciq, has indicated that the meetings will be again this month.
Borrell said the emissary for the Kosovo-Serbia dialogue, Miroslav Lajcak, would again invite the chiefs of the negotiating group and their experts to Brussels soon.
“Conversations must continue soon. We must continue to postpone this process forward. I thank Miroslav Lajcak for his important work. He will invite chief negotiators and experts to Brussels quickly”, Borrell said at this conference, referring to Besnik Bislim and Petar Petkovic.
