Minister of Education, Science, Technology and Innovation Arberie Nagavci has participated in the presentation of the legal package “License System and the career advantage of teachers”, reports Online Economics.
Minister Nagavci said that with this package of instructions it will be able to have a mertomatic assessment of the teachers' performance as well as their career advancement.
She said that the performance assessment will be continuous, as well as with this package the state exam of newly graduated Education Faculty.
We're finalising this package of legal directives that will enable us to have a meritocratic assessment of the teachers' performance as well as the career advancement of those who are meritive. Our common path towards the EU cannot progress without a quality teaching”.
This project has had support from the EU office. This legal package puts the teacher, the preparation system, development, and licensing teachers according to the preceding documents. It will include preparing for teaching, qualifying teachers before service”.
The state exam, which for the first time is arranged, where all graduates of the Education School will be submitted to this exam after the successful passing of this exam, are equipped with licenses. There are stages for the career licensing system. We have seen career licenses, advanced licenses and permanent license. The instructions from today will be in public hearing. The performance assessment will be continuous and there will be some factors and criteria that will affect improving teacher performance”, she said.
Education Faculty Rector Blerim Saqipi said that in recent years, young people's interest in studying teaching has diminished.
He said that this Ministry initiative, if implemented, would be an impact on teaching development, EO reports.
What's happening is a huge decline in young people studying at the education faculty. I think the Ministry initiative sees it as a system relief. We see it as a package that balances control and support, if it's going to be properly installed, we believe it will be an impact on the development of teaching”, he said.
Selim Mehmeti of the Pedagogical Institute said the important is conversion, according to him, the role of municipalities should be clearly determined in this initiative, reports EO.
