The Kosovo government has met and changed the legislative agenda, adding three bills sponsored by the Ministry of Finance, Labour and Transfers.
One of the bills that has been added is that of changing and completing the Law on Budgeting in the Republic of Kosovo's 2023, which paves the way for unlocking the self-set means of municipalities, which total the value of 37.5m euros.
I invite you to fulfill and change our legislative agenda with the addition of three bills sponsored by the Ministry of Finance, Labour and Transfers: The first is the Bill for Ratification of the Credit Agreement for the Public Finance and Economic Growth Programme between the Republic of Kosovo and the OPEC Fund for international development. The second is the Bill for Change and Fulfilling of the Law on Business Divisions for the Budget of the Republic of Kosovo for 2023, and the third is the Bill for Fulfilling and Changing the Law on Pension Scheme”, Prime Minister Kurti said.
This proposal was approved without a vote against any abstention.
“
Otherwise, the Communists Association has been directed at urgent request to the Government and Parliament on March 16th to unblock unexplored self-powered means of municipalities from the early years.
The Express newspaper has provided this requirement, through which it has been required urgently to amend the Law on Business Divisions for the Budget of the Republic of Kosovo 2023.
The demand says municipalities are reaching out to spend some 37.5m euros as a result of not meeting and changing this law.
If this requirement is implemented, municipalities have warned that hundreds of projects in the municipality that affect better citizens' lives and will not be implemented will also be held hostage.
“As a consequence of not filling and changing Article 9 paragraph 6 of Law No. 08/L-193 Over the Business Divisions for the Kosovo Republic's 2023 Budget, Kosovo municipalities are failing to spend about 37.5m euros, which should be in the function of implementation of development projects in the interest of citizens of the municipalities.
Once again, we are obliged to inform you that if quick action is not taken to fulfill and change the above Law, then hundreds of projects in the municipality that contribute to improving the lives of citizens and will not be implemented and remain hostage to”, the application reads.
