What does the draft “Zajednica” presented by the Manager Team say?

The Association of Serb majority municipalities bill, introduced on May 2nd in Brussels, has 67 articles and is divided into nine chapters, such as general provisions, community issues, organisational structures, membership in association and relations between member municipalities, assets and incomes, forms of direct decision-making, changes in the [...] statute.
This draft status, drafted by the management team consisting of four members of the Serb community, was introduced during a meeting of Kosovo Prime Minister Albin Kurti, and Serbia's president, Aleksandar Vuciq, with the mediation of EU officials.
Kurti rejected the document, saying it is not in line with Kosovo's constitutionality.
Vuciq said it is “very concerned”, because it is clear that “Pristina does not want to meet its 10 years' obligation before” to form association.
What is Association?
According to the proposed draft state, in which REL provided access, the association will be a special <x0-form organisation, founded with the aim of protecting human and minority rights” of all residents and communities living in municipalities that are part of the Association.
Its administrative centre, based on the proposed draft status, is North Mitrovica. Non-founding municipalities can join the Association if the Assembly of Association gives the green light.
Draft-state says the Assembly of Association, elected by member municipalities, is the supreme body of association. Each municipality would have five representatives.
The Association Board, comprised of seven members, is the executive body of Association, selected by the Assembly, to which it reports.
The association has its chairman, elected from the Parliament, representing municipalities.
Given the draft status presented in Brussels, the Association should also have an Association Council as an advisory body.
It is also pre-priced to have its own administration, which reports to the Board.
The statue predicts that the Association has its symbols, anthem, flag and coat.
According to him, the association will retain the status of a judicial entity and have the right to sue or be indicted, have playable and real estate, co-owners offering local services and contract binding.
Relations with central authorities are envisioned to be “based on principles of bilateral co-operation and exchange of information”, “promoting the interests of the Serbian community”. The association has the right to propose amendments to laws, as well as to propose representatives in competent central organs and bodies.
The draft-state provides for the Association to create new institutions and “managed and made full oversight of existing institutions whose foundership is the Republic of Serbia ) in the field of education, science, culture, health protection, social care”.
The association will adopt the statute, decisions of the Parliament, resolutions, recommendations, conclusions and other similar things.
What are the powers?
Among the competencies mentioned in the draft state, the Association, through its organs, will pass decision-making and regulation, oversee the implementation of laws, regulate elections, make reorganization and functioning of organs, agencies, public companies, do the collection and processing of statistical data, propose referenda, decide on financial borrowing, adopt the annual budget and balance, establish organisations, agencies and public institutions, funds, financial institutions and supervise their work.
Draft-status also predicts that association to register voters, hold birth records, marriages and deaths. Article 15 describes how the Association will make a full review in the areas of economic development, education, health care, social welfare and urban and rural planning.
Draft-status also envisions that Association will appoint the regional police commander for the four municipalities in the north.
On the other hand, he predicts that the Assembly of Association can proclaim referendum at its own initiative on matters within its competencies, while it is obliged to announce a referendum at the request of 10 per cent of voters who reside in the territory of the member communities of association.
Assets and Revenues
The association should have its own budget, where it will mark all revenues and benefits.
Draft-state predicts that Association generates revenue based on member municipalities' participation, from services offered by Association, Tax and Tax, as well as by funds allocated from Serbia's budget.
The bill envisions that the natural resources found in the territory of the association's member municipalities are managed by Association, as well as interest assets such as agricultural lands, forests, and landwater.
