(3 years ago)The recent visits of US officials to Kosovo were primarily required to establish association by Kosovo after agreeing to that in the Ohrid Agreement. The American Emisar for the Western Balkans, Gabriel Escobar, gave another deadline for the first time. Kosovo flatly rejected a draft status reform that the Managing Team [...] introduced.
Kosovo flatly rejected a draft status summit that the Managing Team introduced at a summit in Brussels. However, the European Union saw it as a starting point to conclude the most problematic issue of the dialogue process.
After this meeting, both Union and US ask Kosovo to complete its establishment as soon as possible. Emisari Gabriel Escobar already has a project on when this issue, along with the remaining ones of the agreement, should end.
I don't see any reason why it can't be completed by the end of the summer”, Escobar said during an interview for the Montenegrin news agency “Mina”.
He said the United States wants these processes to develop as soon as possible.
Kosovo's “also is expected to form the Association of Serb majority municipalities. Excuse me, this isn't waiting. It's imperative”, Escobar said.
Not to mention the wine, but the urgency required for full and swift implementation of the agreement reached in Brussels, EU High Representative for Foreign Policy Josep Borrell, has said yesterday that full implementation is the only way towards normalising the Kosovo-Serbia relationship. He has also called for an end to the negative atmosphere and a lack of constructiveity.
Even American senators Chris Murphy and Gary Peters, who stayed in Kosovo for official visits, have demanded that Kosovo complete the foundation of association this year, emphasising time. However, they also highlighted Serbia's obligation not to undermine Kosovo on its path to consolidating citizenship.
Serbia must stop from hindering Kosovo from membership in international organisations, and I think it is understandable that Serb majority municipalities have some opportunity to co-ordinate the services they offer. But time matters a lot. It is the year when this issue should be carried out and the movement towards normalisation is possible, leading to mutual recognition. So, it's good to hear about your plans to implement this agreement and we're willing to support you”, Murphy said after meeting with Kurti.
Senator Murphy said both Kosovo and Serbia are ahead of difficult solutions.
While the establishment of the Association on behalf of the Beden Administration has asked USAID chief Samantha Potter on his visit to Kosovo this month.
“We have had extensive talks [with Kurti] in recent hours about the urgency of creating association, as well as the urgency for full implementation of all aspects of the” agreement, she had declared at a media conference in Pristina.
While facing urgent establishment requirements of association, Kosovo leaders insist that there be no conditions in implementing the agreement with Serbia.
“They [the basic agreement and the Annex] represent the advancement of relations between the two countries and are platforms for their full normalisation. Therefore, we need comprehensive, quick and non-compliance implementation”, Prime Minister Albin Kurti said yesterday.
The term mentioned until summer for implementation of the arrangement point today has also been questioned by Parliament Speaker Glauk Kojunfca.
I don't think the deal has any conditions. It's wrong to have a starting point in conditioning. The deal, that commitment, if you carefully read her sequence d.m. Konjufca said that if this article were not to enter into force immediately, Kurti would accept the deal.

However, Konjufca said the agreement between Kosovo and Serbia should be taken for granted, since it is also published on the official page of the European Union.
