Express newspaper: According to you, why did the Serbian List not apply for the CEC certificate after in Ohrid Kurti and Vuciq agreed to the association, which was their condition to participate in the elections?
Maliqi: The Serbian list will not participate in the elections because it has long made it a first and necessary condition to create the Association of Major Serb Population municipalities. Official Belgrade imposes this logic of blackmail not only to secure in advance the main instrument for self-government or self-defence, or some kind of autonomy for Kosovo Serbs, but also to earn and undo the process that could objectively weaken Alexadar Vuciqi's power in Serbia.

Maliqi: The incidents are possible because there are active forces on the ground that oppose reaching agreement between Kosovo and Serbia and specifically against the actual proposal and agreement based on the EU project, with sponsor Paris and Berlin. Maliqi: The elections, if held by the rules and without incident, will be valid if such ones are declared to the CEC, but should be seen whether there will be sufficient participation of Serbs, those who disagree with the boycott. The assumption is that there will not be enough -- and perhaps even -- of Serbian votes.
