American professor Daniel Serwer has said that imposing a model for the Association of Serb-run municipalities by the internationals “would not do work”.
Serwer believes that the European Union and the United States of America prefer Kosovo to produce one.
The European Union and the United States would prefer that Kosovo propose something that it wants. They could try to impose something, but I doubt it would work. I think that Kosovo would ignore it until the European Union incorporated it within [EU] memberial processes. But that's too far from”, Serwer said of Nacional.
While, as far as the Ohrid Agreement is concerned, Serbia has violated it when it has opposed Kosovo's membership in the Council of Europe.
Serbia has undoubtedly violated Article 4 of the February Agreement: Serbia will not oppose Kosovo's membership in any international organisation.
