Serbia violated Article 4 of Ohrid Agreement

European Union spokesman Peter Stano has said Brussels institutions “have suggested” that Serbia has voted against accepting Kosovo's application for membership in the Council of Europe. Stano, however, has declined to answer the question of whether the EU considers this breach of agreement on the road towards normalising relations between Kosovo and Serbia.

The leaders did not sign this agreement, and despite that, the European side considers the agreement legally binding for both sides.

The signing (of agreements) files are totally useless and insignificant. There is a commitment to the highest political level, and that commitment has now become binding in the process of membership for both sides. Progress in dialogue and implementation will be reflected politically and financially on their European path”, Stano has said.

He confirmed that the agreement reached in Ohrid is still valid and that everyone's focus should be on implementing everything leaders have agreed on.

And the Kosovo Government spokesman, Kryeziu's progress on the May 2nd meeting in Brussels, expected to be held between Kosovo Prime Minister Albin Kurti and Serbia's president, Aleksandar Vuciq, has said that the next meetings from now on will always focus on the implementation of the Ohrid Agreement.

The next meeting from now on will always focus the implementation of the deal. It has been a very large company that has enabled such agreement, full implementation will be possible. Under that agreement, there is a matter that requires urgency, and at the same time it has the word <x1 emergency “ ”, it's the case for violent “ ” and the implementation of this deal”, Kurti said.

American professor Edward Joseph has praised an extremely positive step for Kosovo and its citizens' adoption of its application to the Council of Europe. He said that for the first time, we have seen that EU and NATO member states that have not yet recognised Kosovo's independence have not prevented him, until Serbia has voted against the pledges of the Ohrid Agreement.

“States like Greece, Slovakia and Ukraine, which has a key role, voted none against Kosovo. They abstained and thus did not oppose the Council of Europe vote, enabling Kosovo to move on and that is very important. It is a positive and enormous step of Kosovo towards the EU and NATO and with practical benefits for Kosovo Albanian and Serb citizens”, Joseph stressed.

He has said he has not been surprised at the vote against Hungary, as according to him its president is an authoritarian leader who is playing double games, but has said this Hungarian opposition will not have any role at the end of the process.

Professor Joseph has further said that Serbia with the Ohrid Agreement has agreed not to prevent Kosovo's membership in European mechanisms, and the case of a vote against the Council of Europe poses violations of its commitments.

EU Foreign Policy Chief Josep Borrell must communicate directly with official Madrid, Bucharest and Nicosia and officially communicate that Serbia has violated its pledge not to prevent Kosovo from obstructing membership in European mechanisms”, the American professor has added.

He has said that Serbian President Aleksandar Vuciq's basic interest is not the welfare of Kosovo Serbs. “... because if he was interested in the welfare of Serbs he would try to resolve these issues. The real beneficiaries of Kosovo's membership in the Council of Europe except Albanians will be Kosovo Serbs because they will have access to European justice”, Joseph has indicated.

Approval of Kosovo's application to the Council of Europe, according to the American professor, presents a positive indication of Kosovo's possibility of further progress on its European journey. But he has said that Kosovo has the obligation to accept and push ahead to form association.
