“Serbia's parallel security structures could present a scenario that could produce roadblocks, car burns along the streets, and thus be unable to move Kosovo's security structures”, Shala said.

“Serbia can produce a situation where Serbs would declare a form of grossly substanial self-government. The north has emerged from the hands of Kosovo's political institutions since 2021, and only thanks to the country's security structures is this part still being held under the jurisdiction of the Republic of Kosovo”, he stressed for Klonkosova. tv

Security expert Drizan Shala also predicts difficulties in the oath of young mayors.

The other “problem is procedural. After the election process is completed in case we have an Albanian chairman or anyone else who is not in Belgrade's policy line. Then when the president's oath is taken, Article 57's point 2, points out that if in 30 days we don't swear, then we have an extraordinary choice again, and with this process it turns to zero”.

Still, Shala estimates that failure to keep elections would be an indication that the Ohrid Agreement has zero impact on the ground.

Meanwhile, according to the other security expert Fadil Kajtazi, Serbia's main goal is to prevent municipal institutions from functioning in the northern part.

This is actually the situation that confronts Serbia, which is in the function of their doctrine to keep the situation in the northern part frozen and to make a diversion of Kosovo state consolidation”, Cajtazi said.

According to him, Serbia is at all costs willing to have the north as part of its territory.

“The scenario is active, the Serb List non-participation, and the intimidation of citizens to come out in elections is the scenario, which through terrorist methods is implemented by Serbian intelligent services structures”.

He added that Kosovo's influence in the north is too small.

“This is the greatest danger; the capacities of political influence have been greatly reduced. Other options of military-police intervention are impossible. The only way to reverse the situation is diplomacy, which is apparently out of orbit”.

To him failure or postponing elections would not change anything.

The most ideal thing in this case would be an offer (American as in the case of signs) for a timetable, then they would impose solutions. That doesn't look on the horizon at the moment, since our diplomacy has lost credibility and it's not looking anywhere”, Cateazi stressed.

Kosovo Prime Minister Albin Kurti has voiced confidence that elections in the north will be held. He has stressed that this part needs democratic legitimacy and the functioning of institutions.

On the other hand, Democratic League of Kosovo chairman Lumir Abdixhiku had said he is sceptical of holding elections in the northern part. According to him, there are no conditions to hold elections there. Their failure to keep up has called for AAK's Ramush Haradinaj.

But for PDK chairman Memli Krasniqi, the first delay of several months has been wrong, let alone their failure at all.

The early election process in the north is organised after the mayors who had led these municipalities until November 6th of last year resigned from their positions, following the Serbian List's decision to exit all Kosovo institutions. This was due a day after the suspension of Nenad Djurovic, from the position of police director for the northern Mitrovica region.
