Russian effort to undermine Kosovo on Security Council speaks from UN headquarters

The UN Secretary General's Office's Office for Media have said that on issues of Security Council rules, including who participates in the meetings, it is up to members of the Council to decide, and that it is up to the Secretary General's Office to comment.

From this office they have said that members of the Security Council should be asked on this issue how they intend to handle the Kosovo meeting.

“The issues of the Security Council rules, including who can attend the meeting, belong to Council members to decide. Russia, as you know, is the president of this month's Council. You may ask other Council members how they aim to handle the meeting for Kosovo. It would not be for the Secretary-General or his spokesman to comment on this”, UN Secretary General's deputy spokesman Farhan Haq told Gazeta Express.

This initiative by Russia has come after the US and other Western states in March have rejected the Russian proposal that, in the same forms, Kosovo will also be represented by the annexed Donjetsk region.

Russia's warning not to allow Kosovo to participate in the session through representatives has been given through a Security Council document, in which the latest developments in Kosovo are discussed.

The change in practice by the Russian side will be tried after members of the Security Council rejected the proposal that Daria Moroova represent Ukraine's annexed Donjetsk region, in the quality of Ombudsperson, at Security Council hearings.

“While a Kosovo representative usually participates in Council conferences according to the 39 rule of the interim procedure regulation, Russia may try to reject this practice at next month's meeting.

During the Council's conference on the situation in Ukraine on March 17th, Russia proposed that Daria Moroova, in its quality as an Obudsperson of the Donnetsk region, inform the Council according to rule 39”, the document says. Kosovo is usually represented by the president, or foreign minister.
