Shanghai's visit was announced last week, but Beijing said he was meeting with defence officials and did not mention the Russian president.
“We are actively working through our military departments, regularly sharing useful information, working together in the field of military co-operation, and maintaining joint exercises”, Putin said.
The exercises, he added, were held in the Far East as well as in Europe and included land, sea and air forces.
The meeting comes after China's President Xi Jinping met Putin in Moscow last month.
Russia and China have declared a partnership <x0-border” and have moved to further strengthen their economic, political and military ties since the beginning of the war in Ukraine.
Ukrainian forces have found a growing number of components from China to Russian weapons, a senior official in Kiev said Friday, but Beijing has denied sending any military equipment to Moscow.
