The head of this municipality, Mihailo Asanovic of the Democratic Front (DF), this pro-Serbian party, agrees that that declaration would have no legal powers but want to convey that Zeta citizens oppose current and previous government policies.
He believes that other cities where the party has a majority will follow this plan. Zeta's first man says this case is their priority.

He recalls former Montenegrin Prime Minister Dusko Markovic's statement from October 2018 that the Montenegrin government had a vision when it recognised Kosovo's independence, despite, he says, more than 85 per cent of citizens were opposed.
However, he acknowledges that this declaration would have no legal powers.
“in the formal and legal sense, this decision has no significance, but we want to say that the people don't think like the Government of Montenegro, as a start we want to say that Zeta's citizens disagree with this” decision, Asanovic said.
