Prefectal Police Hugo banned 82-year-old Toshiyuki Ishibashi. The patrols stopped Ishibashi's car and concluded he had not put up his seat belt.
According to one of the police officers, when he asked his husband to show his driver's license, it turned out that he had no documents with him.
As Ishibashi himself has explained, his driver's license has been removed at the age of 20 and has since stopped receiving it.
There is no indication of what sanctions will be applied to the 82-year-old.
