The Ohrid Agreement is tested in the north, will stability be maintained?

Kosovo sees danger that the situation in the country's north will destabilise these days, on the eve of extraordinary elections in four municipalities in that part. But Chief Parliamentary Glauk Konjufca has said they have “the international subsurgeon” that the elections will not be postponed again.

Kosovo state leaders appear to have information on the possibility of destabilizing the situation in the country's north, on the eve of extraordinary elections in northern Mitrovica, Zvecan, Zubin Potok and Leposavic. This situation comes against the agreement reached between Kosovo and Serbia on March 18th in Ohrid, which was seen as a guarantee of peace in the region.

Parliament Speaker Glauk Konjufca said on Friday that Serbia cannot condition Kosovo for elections in the north and that they have received a guarantee from internationals.

“We cannot be conditioned by Vuciqi, from Belgrade, from Serbia, for them to decide when there can be elections in Kosovo. The elections are set. An earlier compromise has occurred, and elections have been postponed once. They have been postponed at the international community's request. We have received the guarantee from them that they will not be pushed more than once”, Konjufca said.

He has praised the support of the QUINT countries ( US, Great Britain, Germany, France, Italy) for holding elections on April 23rd, saying it “has been very positive”.

An earlier day the chief parliament called for calm to all citizens living in northern Kosovo.

Because the elections are approaching now, so after ten days it's the date of the elections, it's not random what's happening, since it's a clear tendency to destabilise that part of the country before the April 23rd” elections, Conjufca said. He said the country's institutions should argue that order, law and Constitution are functioning.

Kosovo's Agency for Intelligence has information that in the District of Serbia, near the Kosovo border, two groups are conducting training to destabilise the north, Commission for AKI Supervision head Ganimete Musliu said before reporters last week.

The so-called Civil Protection Organisation in co-operation with the ongoing Serbian List has activities in the country's north. Members of this organisation are being trained in the Race for destabilizing actions in Kosovo. There the burning of Serbian citizens' cars with RKS plates continues. Similarly, lynching and pressure have increased towards Serbian citizens who do not obey the Serbian List. As a country, then, we must prepare for any provocation of a situation that does not surprise us. AKI is successfully performing and has the Commission's support for concrete actions. I speak officially as an institution. It is confirmed that two groups are being trained in Rashka and that they can deal with Kosovo's north. He's got training, gun shot, tactical”, she said.

“There is a sorrow that has potential on Serbia's part to destabilise the” situation, Deputy Prime Minister Besnik Bislimi acknowledged the next day, during a report to the parliamentary Commission for Foreign Affairs.

Indications about this have given the burns of several cars in the north the last few days. The burns, according to Bislim, took place after the willingness of Serbian citizens was increased in March to convert their car plates to RKS.

“Brendin a few days have registered approximately one-tenth of cars which have not yet been converted and at that rate very soon we could convert the absolute majority of illegal license plates in Kosovo. The situation has changed on the eve of the meeting in Brussels”, Kosovo's chief negotiator in dialogue with Serbia has said.

The former AKI inspector Burim Ramadani also sees danger.

The situation in Kosovo's northern municipalities currently has an exceptional dimension of escalation, high tension, and as such it seems very clear at least by the assessments of security institutions that it is an unstable situation and as such could have other consequences”.

Serbian State Leaders Measured in Rashka

Serbian President Aleksandar Vuciq and Prime Minister Ana Brnabiq and chief negotiator Petar Petkovic went to the District on Thursday, where training for the destabilisation of Kosovo was said to be under way.

There, near the border with Kosovo, they met with leaders of the Serbian List that has decided to boycott the April 23rd elections. This party has said that it will participate in the elections without their two demands being met -- forming the Association of Serb majority municipalities and attracting all special Kosovo Police units from the north.

Five conclusions were approved at this meeting. First, they require <x0 emergency response” from the EU towards Kosovo. Second, they set the formation of association as “before the absolute precondition” for continuing dialogue.

“Request for unconditional and urgent formation of Association. It is an absolute prerequisite for all further steps in the” dialogue, the second conclusion said.

From today, they said they would seek the withdrawal of Kosovo Police forces from any country in the north.

Serbia wants the extraordinary elections to be held “following the formation of association”.

Regarding participating in the elections, Vucic said he has shown Westerners their condition. “There are weeks that say Mr. Vuciq, please, we'll blame you if the elections --”, he said.

Vuchef Sé also neglected the possibility of military intervention.

THE only news you would enjoy is the entry of the Serbian Army to Kosovo and only then will you feel secure. I think that the policy we are leading should be a policy of responsibility”, he told representatives of Serbs in Race.

“If they attack our people, there will be no stop, stop with me”, Vuciq said. But the Serbian president ultimately knows that, as he said, “whatever conflict (with Kosovo) is a conflict with NATO”.

“This should be kept in mind”, he stressed.

The leaders of northern Mitrovica, Zvecan, Zubin Potok and Leposaviqi, along with Serbs in several institutions in the country, had resigned in protest of the Kosovo government's decision to reregister Serbian vehicles with illegal license plates at those RKS .

The extraordinary elections were initially scheduled to be held on December 18th of last year, but at the international recommendation, they were postponed amid incidents caused.

The European Union and members of the QUINT group United States, Great Britain, Italy, France and Germany have no longer called for elections to be postponed. They have only this time expressed regret that the Serbian List, which has received over 90 per cent of the vote from the Serb community and supported by Belgrade, has not taken advantage of the right to participate in the elections.
