Nagip Krasniqi allegedly illegally secured Greek tender company 1m of 600m euros

This is one of the cases Krasniqi, who has been assigned a month's detention, is suspected of the charge of “impact fraud”.

Greek company “announcement ErgoTem SA” Who had never before worked for KEK had gone to December, until the company won the tender on March 3rd 2023.

Albanian Post has provided documents to provide contracts that testify to legal violations in this process and change tender criteria, only to eliminate other companies and win “ErgoTem SA”, from the city of Mandra to the west of the Actic region in Greece.

The tender this time, unlike most of the time, was open.

The title of the contract, as the documents show, was “PF slide plates, coal mill channels”.

The purpose of this project, said in documents, was “Improve the improvement of the slat modifications on slippery tiles on the side of the airport channels in order to improve the disposal of the furnace in these areas and reduce friction in these PF channels”.

So KEK can make sure that “ErgoTema” wins the tender, which they had announced earlier, set out on terms of contract binding, which for the safety of execution, the company that won the tender guaranteed 50 percent of the total sum of the contract.

That means whatever amount the tender will be given, the company that wins the tender is obliged to hand over as guarantees to KEK 50 per cent of the sum, as insurance that if jobs do not go as planned, KEK has a compensated share.

When the work is done and everything is within contract, KEK returns that money.

But such a high grant is never required at any tender. Usually, the guarantee is worth 10 percent of the total amount, or higher than 15 percent of the contract.

It would later be understood that this percentage was released only to remove other potential bidders, because, as the later signed contract between KEK and the Greek company, the guarantee figure was reduced to only 15 percent.

Albanian Post has also secured the guarantee document from the National Bank of Greece, and the 1m and 621 thousand and 544 euro contract has been provided guarantees of only 243 thousand and 231 euros, in the sense that it is the guarantee of over 810 thousand euros.

This illegal intervention had occurred after the winner's proclamation, as Albanian Post suggests, precisely with the exercise of Nagip Krasniqi's influence.

This is not the only time Krasniqi had made such interventions to secure tenders to companies from Greece.

It had done so in another case, providing tenders of over 630 thousand euros to the Greek company “Tuv Hellas”.

Contrary to the law, without any specifics needed, Nagip Krasniqi had decided to announce a single-source tender, where no calls are opened to apply companies with offers, but KEK itself calls a specific company and, with it, through secret negotiation, automatically excludes all other companies that could apply for the tender.

This was the first time KEK for a consultancy service was engaging a company through this form of tender.

The cases with Greek companies are just a few of the many already in Kosovo's Special Prosecutor's File on Nagip Krasniqi.

For these and other cases, the Constitutional Court in Pristina (special department) has assigned the detention measure to Krasniqi for 30 days.

He, in addition to the 424 articles for the Army of Influence, is suspected of having an interest conflict by Article 417 of the Republic of Kosovo Penal Code and for criminal work Misusing official position or authority by Article 414.

Who is Nagip Krasniqi?

Nagip Krasniqi was a member of the Vetevendosje Movement for many years, and before being appointed by the KEK government chief chief chief had held the Energy Committee's leadership position in the Vetevendosje Movement.

Before taking over KEK's leadership, Nagip Krasniqi had worked at two banks in Kosovo and before working in the banking sector was an employee in the Kosovo Pension Savings Trust.

But the chief chief chief's position at KEK was not his first in this corporation.

From 2006 to 2008 he had been working at KEK as Financial Director. From there, according to timely reports, there were allegations of misuse and lack of professional competence.

Kurti's response to Krasniqi's arrest  

Kosovo Prime Minister Albin Kurti has talked about the arrest of Nagip Krasniqi, but has been placed in defence.

He, in spite of knowledge of these suspected cases, has decided to attack Special Prosecutor's Chief Prosecutor Blerim Isufaj, but has not talked about Krasniqi's abuse cases.

On the other hand, Krasniqi has spoken painfully, telling the opposition that they would not have to rejoice over the occasion, because they are also watching Nagip rejoice.

“Nagip Krasniqi is in prison, the death penalty in Kosovo does not exist, and he certainly sees this opposition joy of arresting him on television. It's not the first time.
