Nagip Krasniqi allegedly awarded illegal tender to his lawyer

While the constituent part of KEK is also the legal office that handles the classes, the corporation had announced tender, at the request of director Krasniqi, for the commitment of an foreign legal office.
According to contract subject, the contract's title was “Aggression of the 27-x1> Legal Company.
The tender, as procedure requires, was initially open.
But then the same one was cancelled under the argument that “a provision in the Public Prosecutorial Law requires annulment of prosecutorial activity”.

As it would later mean, the tender would only be cancelled to be opened again as a single-source tender.
The single-source tender implies that KEK would invite a certain company and sign the contract directly with it with secret negotiation by automatically excluding all other attorney companies that could apply for the tender.
By Public Prosecutorial LawArticle 35 “negotiated procedures without publishing contract announcements”, single-source tender can only be given when “For objective and mandatory technical or artistic reasons, the contract must be given a designated economic operator”, or “Because of extreme emergencies caused by objectively verifiable events that have not been allowed to be predicted with reason by the respective contracting authority”.
As further explains in the Public Prosecutorial Guide, this kind of procedure known as a single-source tender where it negotiates without publication of the contract announcement “It's a deviation from fundamental principles of openness, transparency, and competition, and it's a very extraordinary procedure.”.

Nothing extraordinary existed at the time when KEK demanded the commitment of a law service office, except the fact that the tender should definitely win a designated company.
It was about company “Rexhepi Zeqiri Zeynep L.L. C# source files.”
One of the company's partners, Isuf Zeynep, had exercised the role of Vetevendosje Minister Arben Vitita's adviser, but, as the Albanian Post realizes, was exactly from this company that Krasniqi had committed to personal lawyers when he was questioned by the prosecution for investigations in the Kosovo ambassador's case in Croatia, Martin Berisha.
Thus, Krasniqi was illegally opening a single-source tender with the sole goal of having the 60 thousand-euro contract awarded to his own attorney's company.

Moreover, even in the short description of contract subject, the part where the service given by the company is indicated, turns out there was no kind of service that the legal office itself did not offer within KEK.
In the description, there are completely meaningless phrases, such as the one that says “The goal of the consultant's commitment is to give advice in earlier stages”.
Or others said the company is engaged “to carry their best experience for KEK staff to get the maximum benefits”.
Neither is the experience explained nor the maximum benefit.
The case represents only one of many subjects already in Kosovo's Special Prosecutor's File in the Nagip Krasniqi case.
For this and other cases, the Constitutional Court in Pristina (special department) has assigned the detention measure to Krasniqi for 30 days.
He, in addition to charges of conflict of interest by Article 417 of the Republic of Kosovo's Criminal Code, is suspected of the criminal act Misuse of official position or authority by Article 414 and the article 424 influence exercise.
Albanian Post over the next few days will reveal other subjects for which there is a documented doubt that Krasniqi committed legal violations.
Who is Nagip Krasniqi?
Nagip Krasniqi was a member of the Vetevendosje Movement for many years, and before being appointed by the KEK government chief chief chief had held the Energy Committee's leadership position in the Vetevendosje Movement.
Before taking over KEK's leadership, Nagip Krasniqi had worked at two banks in Kosovo and before working in the banking sector was an employee in the Kosovo Pension Savings Trust.

From 2006 to 2008 he had been working at KEK as Financial Director. From there, according to timely reports, there were allegations of misuse and lack of professional competence.

Kosovo Prime Minister Albin Kurti has talked about the arrest of Nagip Krasniqi, but has been put in his defense.

“Nagip Krasniqi is in prison, the death penalty in Kosovo does not exist, and he certainly sees this opposition joy of arresting him on television. It's not the first time. It is not the first time we have joy in the chamber of the Parliament for people who are in prison”, Kurti said unintelligible.
