Thus, about 500 prison requests at the country's detention centres were rejected by the institution.
Tv1 has sought answers from the presidency on the issue, but despite waiting for more than a week, this institution has not returned.
And by the Council for Protection of Human Rights and Freedoms, they say it is unacceptable and incomprehensible why no forgiveness has yet been made.
Valentina Demolli of this Council says that with these actions of President Osman, there is a disappointment and resentment among prisoners.
