New mayors in the North could also swear outside official municipal facilities

Last Sunday, in northern Mitrovica, Zvecan, Leposaviq and Zubin Potok have held the election for chairman. After counting low votes, Albanian candidates from the two political parties, the VV's PDK, emerged in all four winning municipalities.

Following the Certificate of Results from the Central Election Commission, there are several phases until the mandate is exercised. Law officials Albert Krasniqi, in a conversation with Gazette Express, has shown what these stages are.

The “The elections are just the first phase, while the second phase is the constitutionalisation of institutions for the election results to be translated into institutions, even here there will be difficulties for the oath, the constitutionalisation of municipal congregations and then the election of municipal directors. The third phase is the exercise of the mandate, for young leaders to exercise their competencies, make capital investments, provide services”, he said.

On the matter of the oath, Krasniqi said this procedure is not necessary to be carried out within municipal objects.

It is mandatory that the mandate of the mayors begin to be exercised to take the oath at municipal municipalities. This does not mean, however, that the oath must be made at a certain object. The oath could also be made outside the current municipalities”, Krasniqi said.

The subject of oath has been spoken of by the candidate The PDK, which received the most votes in the race for Zubin Potok municipality, Izmir Zeqiri.

We have a section of the municipal office installed in the village of Caber, where there are several functional offices, municipal dictatorships that are in operation. We have no intention of taking objects right away, but our goal is to establish the cabinet and directors. We're all open, even for Serbs... We'll see, we can take the oath at the municipal office in Caber. I believe we have seats where it's going to be”, he said.

CEC announces final results

The Central Election Commission today has held a meeting, where it has announced the final results for the North Mitrovica mayoral elections -- Leposaviqi, Zubin Potok and Zvecan -- and for the municipal assembly elections in Zvecan and Leposaviq.

The results were conveyed by CEC leader Kreshnik Radoniqi.

Leposavich: Lulzim Hetemi (VV) 73.3 percent; Albulen Behluli- Hetemi 25 percent; Aleksandar Jablanoviq 1.5 per cent.

Zubin Potok: Izmir Zeqiri (PDK) 52.2 percent; Flattron Hasani (VV) 47.7 percent.

Zvecan: Ilir Peci (PDK) 59 percent; Fetah Peci (VV) 37.3 percent; Slagjana Pantovic 3.6 percent.

North Mitrovica: Erden Attic (VV) 66.9 percent; Taulant Kelmendi (PDK) 23.4 percent; Betim Osmani 9.7 percent.

Meanwhile, in the municipality of Leposaviqi, VV has won 15 seats, PDK 2 seats and the Kosovskih Party Srba 2 seats.

11 seats PDK and VV 8 seats were won at the Zvecan municipal assembly.

We remember that elections in the north were held after the Serbian List on November 5th decided to leave all institutions of the Republic of Kosovo in protest of the Targa decision. Following the resignation of mayors in the north, President Osmani announced the December 18th elections, which, later due to tensions in the north, postponed for April 23rd.

The Serbian List, which has later called on local Serbs to boycott the elections, has not participated in this election. This has contributed to the low citizen output, 3.47 percent.
