It is impossible for this government to avoid violating laws and the Constitution. It's an arbitrary act of the Ministry of Finance. It's an act that you're doing with or unwittingly but that goes against developing municipalities”, Rukiqi has said.
He has stressed that personal means management belongs to municipalities themselves. ( KlanKosovo)
“The municipal governance, management of personal means, is exclusive competence of municipalities. They can decide how to destination those tools. The Action, how to use tools, is the competence of municipalities under the Law for Local Self-Government and the Public Finance Management Law”.
If the Finance Ministry does not back down, Rukiqi has stressed that this decision will also go to the Constitutional Court for consultation.
This government is very amateur in its actions. When we are sending laws to Constitutional and returning them as unconstitutional, they are interpreting it as obstruction of reforms. The Constitutional Court has guaranteed a fair approach and proacracies to protect constitutionality so far”.
