Lajcak: Serbia disbanded parallel structures, but Kosovo did not create association

He has declared it important to start as soon as the status and competencies of Association are determined, while adding that they will adhere to existing European models for his creation.
“The goal is to define the legal status of Kosovo Serbs and the Serb minority in Kosovo”, Lajcak said.
“and at the same time define Serbia's role in supporting Kosovo Serbs”, he said.
The Slovak diplomat working for the EU, said this is a sensitive topic, and much is talked about it.
But for me it's important that we finally begin to determine what the community will say, what its status will be, what its competencies will be. We will stick to existing European models”, he said.
According to him, although he does not want to return to the past, Lajcak indicated that Kosovo has not implemented the 2013 Association Agreement, while Serbia, according to him, has distributed parallel structures as agreed.
The essence of that agreement was that Serbia on the one hand would break up parallel structures in Kosovo, primarily the police and judiciary, which would later become part of the Kosovo legal system. And on the other hand, Kosovo will create association of Serb municipalities. The first part happened, the second one didn't. I don't want to go into the past and appreciate why it happened”, he added.
Lajcak said that at the May 2nd meeting, it is a mandatory step to present draft status for association.
It is important for me to have a planned meeting between President Vuciq and Prime Minister Kurti in Brussels on 2 May, where the process of creating this community will be the beginning of the agenda. The draft will be presented, which is the first mandatory and important step”, he stressed.
Kosovo Prime Minister Albin Kurti and Serbian President Aleksandar Vuciq will meet in Brussels on 2 May. The issue of association is expected to be at the centre of the meeting. While Kurti has said that the international community must urgently address the issue of the found out, as agreed in Ohrid on March 18th.
