10 years from the first Kosovo- Serbia

It has been 10 years since the signing of the first agreement between Kosovo and Serbia. On April 19th 2013, Kosovo Prime Minister Hashim Thaci and Serbia's Ivica Dacic in Brussels then threw their signatures into the 15-point agreement.

This agreement contains points talking about the Association of Serb majority municipalities and the dissolution of parallel structures.

These are the 15 points of the April 19th 2013 agreement:

There will be an Association/Community of Serb majority municipalities in Kosovo. Membership in it will be open to other municipalities mentioned in the agreement.

Community/Asciation will be created through the statute. His distribution will occur only through a decision by participating parties. Legal guarantees will be provided through law in force and constitutional law (including 2/3 of the decision-making body).

The structures of the Association/Community will be founded on the same bases as the existing Kosovo Commission Association statute, such as the chairman, deputy chairman, Assembly, Council.

In line with the competencies provided by the European Charter for Local Self-Government and the Kosovo Law, participating municipalities will have the right to co-operate during the exercise of their collective powers through the Community/Asciation. Association/Community will have full access to areas of economic development, education, health, urbanisation and rural planning.

The association/Community will exercise additional responsibilities, depending on how they are delegated by the central authorities.

Community/ Association will have a representative role in central authorities, and for that purpose there will be a seat in the community's advisory council. In line with that, a monitoring function was introduced.

There will be a police force in Kosovo, called the Kosovo Police. All police officers in northern Kosovo will be integrated within the Kosovo Police framework. Salaries will be given only by Kosovo Police (PK).

Members of Serbian security facilities will be offered from one country to Kosovo's equivalent structures.

There will be a regional police commander for the four Serb majority municipalities (North Mitrovica Zvecan, Zubin Potok and Leposaviq). The command of this region will be a Kosovo Serb, nominated by the Interior Ministry, from a list that will be provided by the four mayors, on behalf of the Community/Asciation.

The composition of the KP in the north will reflect the composition of the population of four municipalities. (There will be another regional commander for the municipalities of Mitrovica, Skokieraj and Vushtrria). The regional commander of four municipalities in the north will co-operate with other regional commanders.

Judicial authorities will be integrated and will operate within the Kosovo legal framework. The Court of Appeals in Pristina will establish a panel of most of whose judges will be Kosovo Serbs to deal with all Serb majority municipalities in Kosovo.

A sector of this Appeals Court, comprised of administrative and judicial staff, will remain forever in northern Mitrovica (The District Court in Mitrovica). Most of each panel of the above sector will consist of the Kosovo Serb court. The position of the respective judges will depend on the nature of the cases in which they are involved.

Municipal elections in northern municipalities will be organised in 2013, with OSCE assistance, in line with Kosovo law, and with international standards.

Discussions concerning energy and Telekom will be intensified by both sides, and will be completed by 15 June.

The reconciliation has been reached so that neither side can block it, or encourage others to block progress on the road to the EU.

With the help of the EU, an Implementation Committee will be established on both sides.
