KEK's million-euro negotiating tender, which brought Nagip Krasniqi to prison

The yesterday's Kosovo Police event, which began with a raid on the Kosovo Energy Corporation, ended with the arrest of Chief Chief of this public enterprise, Nagip Krasniqi. The action was carried out by the Special Prosecutor's Order, led by Blerim Isufaj.
Krasniqi was arrested under suspicion of committing three criminal acts: misuse of official position or authority, exercise of influence and conflict of interest.
Krasniqi is suspected of misusing a tender worth 3.4m euros for emergency overhaul of the A-5 bloc's mayoral overhaul of the Kosova A thermal power plant.
The contract for this tender, which was granted under negotiated procedure, was signed on January 27th this year.
The restoration of this link was entrusted to the group of economic operators “Litwin SA; Bujar B. Shala B. I”

Block left out nine months, opposition linked Martin Berisha
The A-5th bloc of the Kosova A thermal power plant is out of office for over nine months.

Several times, doubts have been raised about being left out of office deliberately.
A week ago, Democratic League of Kosovo official Wisar Azemi raised doubts that this bloc was deliberately left out of office to obtain “energy mafia at the helm with Martin Berishajan”.
Azem said that if this bloc's remont had not stalled and it had been managed properly, it would need electricity to be expensive for about 15 per cent.
If this block hadn't dragged in and managed properly, it wouldn't have needed this 15% price hike. And all of this situation created with a lack of will to invest in production capacity seems to be deliberate and can only compensate for the energy mafia at the helm with Martin Berisha, to be converted into ATMs for prime minister!”, Azemi wrote.
Doubts raised by Azem yesterday also protected LDK chief Lumir Abdixhiku, who said it was the interest of the energy mafia that the bloc would not generate electricity.
It was the interest of the energy mafia that this Block would not generate electricity. Because, as long as it was out of office, Kosovo was forced to import energy. During the first 11 days of April alone, Kosovo had imported a total of 5.4m euros in electricity. There is no other business, where 5.4m euros can be generated in just 11 days. Enough to cover 45 thousand pensions, or build nine children's nests burned for just 11 days! ”, Obadiah wrote on Facebook.
The Kosovo Energy Corporation has declared a week ago that the bloc is expected to be back in office by the end of this month.
“Based on BWE 2023, unit A5 proposed by dt. 30.03.23, with recommendation The TBA will be back in operation by a date. 28.04.23 (because of additional jobs in the generator rotor)”, KEK spokesman Skender Bucolli has declared.
German experts called for the block
To solve problems with this unit, KEK had engaged German experts.
“Aggression of experts in providing the bloc's capacity recommendations A5” was the contract title given to the German company “D DS Power Technology GmbH”, through negotiated procedure.
According to the tender file published in the e-Procury, German experts would be paid nearly 53 thousand euros for providing these recommendations -- the price that was calculated without a T V S.
Other Tents of Millions Given in Negotiated Process
The tender for emergency repair of the A-5 bloc's seat, is not the only tender that has been awarded more negotiated procedure.
One, even at a higher value, has been given to modernise the two thermocentral plant's Kosova B turbines.
The contract, worth over 56m euros, has been awarded to the company “G E SARVICE STEAM FRANCE REPRESENTS IV E OFFICE IN COSOVO”, through negotiated procedure.
Given the announcement of signing the contract published in the e-procurement, work on modernising these two turbines will begin on December 30th this year and last until October 31st 2025.
The deal with the American company is officially signed on April 7th.
Prime Minister Albin Kurti had named this agreement one of the most important events in the energy sector.

The tender for production, readmission and implementation of additional materials and EXTRA has also been awarded with additional procedures concerning the B1 and B2 commandeering accounts.
The value of this contract was 2m and 238 thousand and 904 euros and was given to the group of economic operators “SBB Energy S. A, Intering S. P. K”
