Hashim Thaci's defence lawyer, speaking of the period after Kosovo's liberation and the launch of Kosovo administration by UNMIK, said that crimes may have occurred at the local level with grounds of revenge.
“Localised acts of individual violence driven by anger, hatred, lack of accountability were inevitable”, Kehoe said that people who had returned from exile found their properties burned and damaged.
“ [The acts of violence] were often caused by criminals, the perpetrators of UCK -- people who were represented as KLA -- wore uniforms purchased in the streets of Pristina and elsewhere”, the lawyer said further.
He also presented part of the interview, given in July 1999 by former NATO General Wesley Clark over revenge crimes against local Serbs.
There are hundreds of thousands of people turning around. Terrible things have happened, but there are Serbs who think they will be guilty of their ethnicity. There are legitimate efforts for property to be returned to owners. It's a period that's taking revenge, counting”, was quoted as saying Clark.
