The IKD has said that the Assembly started work without adopting the Work Program for 2022, even though such a programme is provided with the Kosovo Parliament's Rule, and without even adopting the working programme of the autumn session at the plenary session.
While, he said that the year 2022 characterised the country with large numbers of agenda points from the remaining hearings in 2021.
The country's “Regular sessions have been characterised with numerous sessions continuing, making up 53% of the total regular sessions. Parliamentary control over the work of government and supervision of independent institutions has almost been in existence. In at least 18 cases, the Assembly has failed to approve annual reports of constitutional institutions and independent agencies. Also, it has failed in 18 cases to select college and individual organs, making it an obstacle to their functioning”, the IKD report from monitoring the work of the Assembly for 2022.
As for the Government's accountability in front of the Parliament, the IKD has found that the Assembly was ignored by the government, while the Speaker of the Assembly or House Chiefs did not take measures against the Government, as required by the Order.
This legislature has also been characterised by non-political language, extreme polarisation between MPs and parliamentary groups, and also between MPs and government cabinet”, says the report, which was presented by Naim Jakaj.
The report reportedly said that over the past year 9% of MPs have faced the law.
It is stressed, however, that the transition and accountability of the Assembly remains a challenge.
The “Mblems of parliamentary commissions continue not to be broadcast by the Parliament. While outside the post remains electronic voting at the plenary sessions, unable to inform citizens of their” votes.
In terms of legislative activity, the Parliament's work has been forwarded to the non-efficates, according to the IKD.
In each plenary session, the bills are carried from one session to another due to the lack of quorum on the part of the parliamentary majority and the opposition's participation in the voting process. At the end of 2022, the Assembly has not examined nine bills in principle and second reading two bills. Despite the fact that it has examined them, the Assembly has failed to decide for three first-read bills and for a second-read bill. These bills were carried out for review and voting at the 2023” spring session.
The Assembly, further on, has not voted any bill sponsored by opposition groups (4) in the meantime has voted for two bills sponsored by the parliamentary majority group.
Jakaj has said the Assembly has increased the use of the practice of avoiding the pre-term deadlines with the Parliament's regulation concerning the review of important bills.
“11% of the bills were adopted in accelerated procedure, where in most cases, acceleration was proposed by LV GP”.
