“THE CHALLENGE OF THE EARTH, EAST CARING OSE POSSIBLE NATIONAL, RACOR, FETAR AND ETNIC
1.1 Anyone who promotes or publicly spreads hatred, divisions or incompatibility among national groups, racial, religious, ethnic or against any other group living in Kosovo, whose actions can disrupt peace and public order, are fined or jailary, which lasts no more than five years, or is punished by both.
1.2 If the actions outlined in Article 1.1 of this regulation are systematically carried out by taking advantage of a person's position or authority or whether the riots, violence, or other serious consequences have emerged from those actions, the detention period may be extended in a term that is no longer over eight years.
1. 3 Anyone who promotes or publicly spread hatred, divisions, or failure among national groups, racial, religious, ethnic or other groups living in Kosovo, actions that can disrupt peace and public order through tribulation, danger of security, contempt of national, racial, ethnic, or religious symbols, damaging another's wealth, or desecration of monuments or tombs, will be punished by imprisonment in the deadline, which is no longer than eight years.
1.4 If the alleged acts in Article 1.3 of this regulation are systematically carried out or by taking advantage of a person's position or authority or if unrest, violence, or other serious consequences have resulted from those actions, the period of imprisonment may be extended in no longer than ten years.
