Guterres in the Kosovo report: New dialog framework may lead to long-term solution

In the report for the period from September 16th to March 18th, 2023, which will be discussed by the UN Security Council (KSB) tomorrow in New York, Guterres said constructive commitment will be needed in the comprehensive implementation of the Agreement to preserve stability and prevent the renewal of tensions and conflicts.
He said he encourages greater involvement of women, youth and other civil society actors in processes dealing with normalising relations between Belgrade and Pristina.
“Palas have fully pledged to respect all provisions of the Agreement and fulfil all obligations in a deliberate and confidential manner. This is even more important because events during the survey period have brought tensions to a level of crisis, resulting in the most serious impasse since the start of the dialogue process in 2011”, Guterres wrote.
In the report, which will be presented at tomorrow's session by the head of UNMIK's Karolin Zijade, Guterres added that intensified and stimulating <x0retorics on all sides, the establishment of roadblocks, numerous security incidents and protests in northern Kosovo have increased the risk of violence”.
<x0).Edents of ethnic character, the use of firearms and injuries, both among civilians and among members of the Kosovo Police, as well as the apparent target of journalists and international security acts, were particularly concerned. All sides must exercise restraint and ensure that all disputes are resolved peacefully through dialogue, rather than escalation”, Guterres wrote.
In the report, which does not include last week's local elections in four municipalities in northern Kosovo, Guterres said further progress in the dialogue between Belgrade and Pristina is “kyc for creating conditions for the return of Kosovo Serb representatives to Kosovo institutions in northern Kosovo”.
At tomorrow's UN Security Council session on UNMIK's work, which starts at 9: 00 a.m., Kosovo and Serbia will be represented by Foreign Affairs Minister Donika Grovalla and Ivica Dacic.
