Kosovo is a multiethnic state where it is built on these principles of a comprehensive democracy. Even they do us no good as communities, whether we will have institutions or other one-ethnic organs because it is not in the constitutional spirit of the Republic of Kosovo. On the other hand, the Law on Local Self-Government clearly and well defines responsibility at the level and right of municipalities to unite in the form of association. Everything on the board of this legal base”, Krasniqi says.
He also answers about the situation created by the January month floods in several Kosovo municipalities.
Krasniqi suggests that the analysis process from relevant municipalities has not yet been finalised.
After overcoming the flood situation, several municipal commissions have been made. We as minister have one member on those commissions and have submitted the reports on assessment, now the entire process of analysis of Kosovo municipalities is under way. We have some problems even with the Northern Mitrovica municipality, where there is no mayor, and now I've been assigned the municipal assembly hearing where even the municipal commission's report will be voted, and that then helps process all requirements for once”, he says.
Minister of Management of Local Power does not show the value of the damage the floods have caused in some of the municipalities.
“I cannot speak with competence for the level of damage. However, the municipal commissions where our ministry is part of these commissions have made their assessment and is then sent to AME, and AME sums up the whole situation and government support and damage assessment”, he adds.
The establishment of association has been presented as preconditions by Serbia for the progress of Brussels' dialogue.
While Kosovo's position is that an association with executive competence is harmful to the state.
Even the Constitutional Court of Kosovo has found that the principles for forming this association should be harmonised with Kosovo laws.
