EU: Kosovo Serbs' return to institutions, fundamental part of agreements

The European Union has expressed its disappointment with the decision of the Serbian List and other parties representing Kosovo Serbs not to participate in April 23rd's extraordinary elections in municipalities in northern Kosovo. EU spokesman Peter Stano said a fundamental part of implementing the Ohrid Brussels and Annex agreement is also the sustainable return of Kosovo Serbs to Kosovo institutions, including local government.
He said the EU has committed itself to both sides to defuse tensions and for Serbs to meet their obligations of dialogue to return to institutions and for Kosovo to enable this return to take place.
It is necessary to return to a situation where Kosovo Serbs actively participate in local governance, police and judiciary in northern Kosovo. We need both sides to play their part in this”, Stano said.
Political representatives of Kosovo Serbs have refused to participate in elections in four municipalities in the north, re-declared by President Osmani to be held on 23 April. Tensions rose on the eve of holding elections and a number of reregistered cars with Serb owners' RKS were burned in the past two weeks.
EU spokesman Peter Stano told RTV21 that it is up to Kosovo and Serbia to prioritize the return of Kosovo Serbs to the Kosovo institutions, implying that the EU could not force anyone's participation in the processes, as they were named, undemocratic.
However, the EU cannot force these democratic processes to succeed. It is the duty of Kosovo and Serbia to prioritize the return of Kosovo Serbs to local government, police and judiciary and agree to a road ahead that is comprehensive, fair, democratic and peaceful”, the spokesman Stano said.
