Energy deal, main topic today in Brussels

The agreement was reached in October last year, following the EU intervention as Kosovo threatened with the withdrawal of the license for the Serbian operator Elektrosever due to its failure to meet the criteria set before it and the Guide. But it has not yet begun to apply.
“Piles have only partially fulfilled their obligations in terms of the Energy Agreements Implementation Guide. More remains to be done, and this will be discussed during the upcoming meeting of chief negotiators”, EU spokesman Peter Stano told RTV21 on Monday.
The two chief negotiators -- Besnik Bislimi and Petar Petkovovic -- are expected to meet today to discuss the way Brussels and Ohrid agreements are implemented, including the establishment of a Joint Commission.
“Energy Agreement Implementation Guide was not a topic in negotiations that led to recent agreements in Brussels and Ohrid. However, it is part of past and subsequently binding Dialogue Agreements. With the new agreement, the parties pledged to fully implement all past obligations of Dialogue”, Stano said.
“Electricity”, owned by Serbia's energy company, received a license for operation by the Kosovo Energy Regulatory Office (ZRRE) on 24 June last year. The Energy Agreement between Kosovo and Serbia was reached since 2013, but it was never implemented.
