European Union officials have declared that the Guide for Energy has been fulfilled in part, but has failed to apply for the 100-day period, as the negotiating parties agreed on in Brussels.
The Serbian company “Electricity” has not yet begun with the luck. Officials of this company have declined to respond on this issue. RTK has learned that this company is awaiting an answer from Belgrade because according to them “everything depends on meetings in Brussels within the” dialogue.
In a written answer, the Regulatory Office shows what obligations should have been implemented by the company “Drustvo Elektrosever”, which has been licensed for electricity supply for the period of five years.
“In between COST and Elektrosever are signed; The Framework Agreement for Addition on Market Rules, Agreement on Balancing Bonds, and Energy Identification Code (EIC) has been obtained to conduct activities envisioned by the License for Supply. Commercial agreements are under way with KEDS for Service Offering in the four northern municipalities, as well as other issues related to providing access to the Vallachi substation and to the (KOSTT) transmission infrastructure and distribution (KEDS)”, that is the answer from the ZRE.
KOSST officials and neither KEDS have responded to RTK's calls to show where the process of functioning “electricity” is left in the north.
EU spokesman Peter Stano said on Monday that the parties have only partially fulfilled their obligations regarding the Energy Agreements Implementation Guide.
The Kosovo and Serbia Energy Agreement have signed in 2013 and 2015, but the Serbian side has also become an obstacle to their implementation even after agreements. In June of last year, the parties agreed about a 9-point guide on whose basis the agreements reached for a 100-day period should be implemented, but even after 10 months, the Serbian government has become an obstacle to launching evacuations in the north. /rtk
