Russia was expelled from the Council of Europe after aggression in Ukraine, and this, according to politicogs Agron Hoti, has paved the way for Albania to gain ground against Dick Marty's charges at the Council of Europe.
On the other hand, Republika Rama's prime minister, Edi Rama, has announced that signatures (signs) have been collected at the Council of Europe Assembly for the motion for a new resolution on the 2011 resolution, where grave accusations were raised against the Kosovo Liberation Army(UÇK), among other things for organ trafficking.
“The path of justice for Kosovo, shed blood for freedom, the NLA martyrs and its living heroes in The Hague today will be long, difficult, even insulting to the marrow, but justice will triumph in the end, because there is no power in the world to brand a liberation war as criminal,”, Rama wrote on Facebook.
But this initiative by Albania's prime minister, according to Hoti, is in co-ordination with the United States of America(SHBA) and the European Union(BE) against Russia.

“Therefore, Albania's second motion to the Council of Europe for a new resolution against Dick Marty's resolution is intended to lead the Council of Europe to assume that all claims filed by Dick Marty's report against the Kosovo Liberation Army for allegedly trafficking human organs in Albanian territory have already been rejected by the Special Court”, Hoti has said about the report. According to Hoti, a new resolution by Albania on the Council of Europe will clear Albania of Marty's allegations and remove doubts from EU member states.
If a resolution by Albania were to pass as such to the Council of Europe, then besides clearing Albania of Dick Marty's charges, the world would know that the Special Court has already completely lost the basis for what was originally established. This would certainly affect the delegation of the Special Court and why not discredit it before the world”, Hoti said.
Meanwhile, analyst Arbenor Sadiku has said that the new act has a certain jurisdiction, but in practical terms, will not have effect because the Special Court cannot be abolished. Sadiku adds there is a positive echo for Kosovo formally.

The trial against former Kosovo Liberation Army leaders began on April 3rd of 2023, where organ trafficking was not included in the indictment.

Now we know that both I and the KLA and the people of Kosovo and all Albanians have been acquitted of these charges. The truth has been said and the black cloud on Kosovo has been removed. So this sacrifice is worth it. I expect to be acquitted of any other charges against me at the end of this” process, Thaci has concluded.
